06-10-2024 AgendaNEDERLAND CITY COUNCIL AGENDA NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday, June 10, 2024, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas, for the purpose of considering the following agenda items. The City Council reserves the right to retire into Executive Session concerning any of the agenda items whenever it is considered necessary and legally justified pursuant to Texas Government Code, Chapter 551. Members of the public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website. 1. CALL THE MEETING TO ORDER 2. INVOCATION AND PLEDGE OF ALLEGIANCE 3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests, in which event the item will be removed from the Consent agenda and considered separately. a. Minutes – May 20, 2024 regular meeting 4. REGULAR AGENDA a. Consider action approving a Proclamation recognizing Rylie Burden. b. Consider action approving a Proclamation regarding “Older Americans Month.” c. Conduct a Public Hearing for the purpose of receiving comments regarding the proposed annexation by petition of 2.069 acres of land as described as “a 2.069 acre tract of land, being out and a part of a called 152.965 acre tract of land conveyed to Sunoco Partners Marketing & Terminals L.P., being more fully described and recorded in Clerk’s File No. 2012042125 of the Official Public Records of Jefferson County, Texas. Said 2.069 acre tract being situated in the Ogister Montee Survey, Abstract No. 117, Jefferson County, Texas.” d. Consider action approving Ordinance No. 2024-12, annexing a 2.069 acre tract of land, being out and a part of a called 152.965 acre tract of land conveyed to Sunoco Partners Marketing & Terminals L.P., being more fully described and recorded in Clerk’s File No. 2012042125 of the Official Public Records of Jefferson County, Texas. Said 2.069 acre tract being situated in the Ogister Montee Survey, Abstract No. 117, Jefferson County, Texas and extending the boundary limits of said city limits, and granting to all the inhabitants of said property all the rights and privileges of other citizens and binding said inhabitants by all of the acts, ordinances, resolutions, and regulations of said city; and adopting a service plan. AGENDA June 10, 2024 Page 2 e. Consider action to accept the appraisal of the City’s 20 x 100 foot alley adjacent to 1023 Helena, Nederland, Texas prepared by Cook & Associates, Inc. f. Consider action approving an amendment to Ordinance 107 – establishing a “no parking” zone on North 12th Street and on Gary Avenue. g. Consider action approving amending the Nederland Recreation Center’s hours open to the public. h. Consider action authorizing tennis court and pickleball court lighting repairs via state- approved contract. i. Consider action approving an Interlocal Agreement between the City of Nederland and Jefferson County for road improvements. j. Discussion regarding the updated “traffic study” of the Helena Avenue and 27th Street intersection. k. Consider action approving Ordinance No. 2024-13, amending the fiscal year 2023-2024 budget. l. Consider action awarding bid for the 2024 HMAC (hot mix overlay) Program. 5. EXECUTIVE SESSION (No Public Discussion on These Items) The City Council will announce that it will go into Executive Session, pursuant to Chapter 551 of the Texas Government Code, to discuss matters as specifically listed on the agenda, or as authorized by law.
