1. MEETING
The meeting was called to order at 5:00 p.m.by Mayor Jeffrey P.Darby at the Nederland City
Hall,207N 121 Street, Nederland, Texas. See attached for quorum.
The following statement was posted:
"PURSUANT TO SECTION 30.07, PENAL CODE (TRESPASS BY LICENSE
HOLDER WITH AN OPENLY CARRIED HANDGUN), A PERSON LICENSED
UNDER SUBCHAPTER H, CHAPTER 411, GOVERNMENT CODE (HANDGUN
LICENSING LAW), MAY NOT ENTER THIS PROPERTY WITH A HANDGUN
THAT IS CARRIED OPENLY."
2. A motion was made by Councilmember Sonnier and seconded by Mayor Pro Tern Ortiz to
approve Resolution No. 2025-15, authorizing the submission of a State Homeland Security
Program Grant Application. MOTION CARRIED.
AYES: Mayor Darby,Councilmembers Jones,Sonnier,and Ortiz.
NOES: None.
ABSENT: Councilmember Duplant
3. ADJOURN
There being no further business a motion was made by Mayor Jeffrey P.Darby to adjourn the
meeting at 5:05 p.m.

RESOLUTION NO. 2025-15
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEDERLAND,TEXAS,AUTHORIZING THE SUBMITTAL OF A STATE
HOMELAND SECURITY PROGRAM GRANT APPLICATION
WHEREAS, the Nederland City Council has determined this project to be a high
priority activity in the region; and
WHEREAS,The Nederland City Council finds it in the best interest of the citizens of
Nederland,Texas that the Terrorism Prevention Project 2026 be operated for 2026; and
WHEREAS, The Nederland City Council agrees that in the event of loss, misuse of
the Office of Governor funds, the Nederland City Council assures that the funds will be
returned to the Office of the Governor in full; and
WHEREAS, the Nederland City Council designates Rod Carroll, Chief of Police, as
the grantee's authorized official. The authorized official is given the power to apply for,
accept, reject, alter or terminate the grant on behalf of the applicant agency.
WHEREAS, the Nederland City Council deems it necessary to apply for SHSP and
UASI—Supporting Border Crisis Response and Enforcement Projects(HSGP-BC), FFY 2025
grant.
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
NEDERLAND,TEXAS,THAT:
Section 1. The Nederland Police Department is authorized to submit a State
Homeland Security Program grant application in the amount of
$59,877.34.
Section 2. That the Nederland City Council approves submission of the grant
application for the Terrorism Prevention Project 2025 to the Office of
the Governor.
PASSED AND APPROVED by the City Council of the City of Nederland this the 6th
day of October 2025.
