1. MEETING
The meeting was held on July 16, 2025, in the City of Nederland Recreation Center at
2301 Avenue H, Nederland, Texas and was called to order by Paul Hussey.
MEMBERS PRESENT: Paul Hussey, Jason Butler, Heather Landry
MEMBERS ABSENT: Keith Bass & James VanDevender
CITY STAFF PRESENT: Toby Latiolais, Parks and Recreation Director
APPROVE THE MINUTES OF THE PREVIOUS MEETING
Jason Butler made a motion to approve the previous meeting’s minutes. Heather Landry
seconded the motion. All voted aye. Motion carried.
2. DISCUSSION/POSSIBLE ACTION
a. Discussion regarding current and proposed park repairs and improvements.
Toby Latiolais stated that the construction of a gazebo next to the pond at Doornbos Park,
as well as the installation of the new Cropo park play structure, had been completed by
Kraftsman. Mr. Latiolais also shared that the pool pump room project had been completed
by Landmark Aquatic. New trash cans for the parks and new custom windscreens for the
pickleball and tennis courts have arrived and been installed.
The Nederland Parks and Recreation department have been awarded a grant to upgrade to
LED lighting in the recreation center and are in the process of completing the necessary
steps to have the work done. Mr. Latiolais shared that the city had been in discussion with
an engineering firm about potential ADA upgrades to the bathroom facilities in the
recreation center, but that there had not been any recent communication regarding the
project. Mr. Latiolais shared information with the board about the National Fitness
Campaign and a grant program to help bring an outdoor fitness studio to the community.
The feedback from the council was that this was not a good time to initiate this project and
the grant was cycled back into the award pool.
Mr. Latiolais updated the board on requests made to city council for the upcoming budget
cycle. Shades and seating at neighborhood parks, repurposing of the racquetball courts,
and addressing the states of the pool house and Doornbos driveway were all covered during
the budget workshop.
b. Discussion regarding past and upcoming park programming.
Copies of departmental reports for the previous 3 months were shared with the board to
point out all of the events and attendances that had occurred since the last meeting. Toby
Latiolais stated that the National Day of Prayer was hosted outside of the recreation center
on May 1st. A “National Go Fishing Day” event was hosted at the Doornbos pond on June
18th, with worms and cane poles provided for participants. Discussions about the annual
July 4th event talked about activities and the featured musical performance, PopGun!. Mr.
Latiolais shared that the pool season had battled numerous closures due to lightning, as
well as two prolonged closures due to diarrheal events.
Mr. Latiolais shared the dates of National Night Out (October 7th), Monsters in the Park
(October 18th), and Christmas on the Avenue (December 6th). It was shared that Sky
Elements would be providing another drone show at this year’s Christmas on the Avenue
event.
3. COMMUNICATION
a. Miscellaneous:
A motion was made by Jason Butler to adjourn the meeting and seconded by Heather Landry. All
voted aye and the meeting was adjourned at 1:06 pm.
