4:30 P.m. October 12, 2020
1_ MEETING
The meeting was called to order at 4:30 p.m. by Mayor Albanese at the Nederland City
Office Building, 207 N. 12r^ Street, Nederland, Texas. See attached for quorum.
This meeting was OPEN to in-person attendance by the public; however due to the
spacing restrictions in the City Council Chamber, all attendees WORE A MASK in
accordance with Governor Abbott's order. The City continued to provide citizens an
alternative method to attend and participate in City Council meetings. Members of the
public were able to participate remotely via Zoom Teleconferencing.
The following statement was posted:

2. INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation and pledge of allegiance were led by Gay Ferguson, City Clerk.
3. CONSENT AGENDA - All consent agenda items listed are considered to be routine by
the City Council and will be enacted by one motion. There will be no separate
discussion of these items unless a councilmember so requests, in which event the item
will be removed from the Consent Agenda and considered separately_
A motion was made by Councilmember Neal and seconded by Mayor Pro Tem Hollier
to approve the Consent Agenda Item "a" as presented. MOTION CARRIED.
Ayes: Mayor Albanese, Councilmembers Neal, HoHier, and Root.
Noes: None.
Absent: Councilmember Austin.
_a. Minutes - September 28, 2020 regular meeting
4_ REGULAR AGENDA
a. A Commendation for Bravery was presented to Nederland Police Officer, Alexander
Bell.
b. A motion was made by Councilmember Neal and seconded by Councilmember Root
to deny a replat request of Lots 1 2, Block 25, Hillcrest 15° Addition. MOTION
CARRIED_
Ayes: Mayor Albanese, Councilmembers Neal, Hollier, and Root.

c. A motion was made by Mayor Pro Tern Hollier and seconded by Councilmember
Neal to postpone action on the final plat of Heritage Estates Private Subdivision.
MOTION CARRIED.

Noes: None.
Absent: Councilmember Austin.
d. A motion was made by Mayor Pro Tern Hollier and seconded by Councilmember
Root to authorize the solicitation of bids for the Canal Avenue Elevated Water
Storage Tank and Avenue G Elevated Water Storage Tank Rehabilitation project.
MOTION CARRIED.
Ayes: Mayor Albanese, Councilmembers Neal, Hollier, and Root.
Noes: None.
Absent: Councilmember Austin.
e. A motion was made by Councilmember Root and seconded by Mayor Pro Tern
Hollier to amend the Engineering and Consulting Services Agreement with
Schaumburg & Polk, Inc. for the Bourque Road and Hodgson Road Reconstruction
project. MOTION CARRIED.
Ayes: Mayor Albanese, Councilmembers Neal, Hollier, and Root.
Noes: None.
Absent: Councilmember Austin.
f. A motion was made by Councilmember Neal and seconded by Mayor Pro Tern
Hollier to approve an Engineering Services Agreement with Schaumburg & Polk,
Inc. for the 6th Street Waterline Relocation project. MOTION CARRIED.
Ayes: Mayor Albanese, Councilmembers Neal, Hollier, and Root.
Noes: None.
Absent: Councilmember Austin.
g. Purchases:
i. A motion was made by Mayor Pro Tern Hollier and seconded by Councilmember
Root to authorize the purchase of three pickup trucks for the Public Works
Department via BuyBoard, HGAC, or other state-approved contract. MOTION
CARRIED.
Ayes: Mayor Albanese, Councilmembers Neal, Hollier, and Root.
Noes: None.
Absent: Councilmember Austin.
ii. A motion was made by Councilmember Neal and seconded by Mayor Pro Tern
Hollier to authorize the purchase of a Gradall Truck Mounted Excavator for the
Public Works Department via BuyBoard, HGAC, or other state-approved contract.
MOTION CARRIED.

Absent: Councilmember Austin.
iii. A motion was made by Councilmember Root and seconded by Mayor Pro Tern
Hollier to authorize the purchase of a trash truck for the Public Works Department
via BuyBoard, HGAC, or other state-approved contract. MOTION CARRIED.

iv. A motion was made by Councilmember Neal and seconded by Councilmember
Root to authorize the purchase of police patrol units via GoodBuy, BuyBoard,
HGAC, or other state-approved contract. MOTION CARRIED.
Ayes: Mayor Albanese, Councilmembers Neal, Hollier, and Root.
Noes: None.
Absent: Councilmember Austin.
h. Chris Duque, City Manager, said he anticipated the City Council giving direction to
extend the City Hall hours to 8:00 a.m. to 5:00 p.m. He recommended waiting
until after the General Election to increase the hours of the Library due to early
voting. He also recommended canceling the upcoming community events.
A motion was made by Mayor Pro Tern Hollier and seconded by Councilmember
Root to open City Hall regular hours between the hours of 8:00 a.m. and 5:00 p.m.
beginning October 13, 2020, wait until after the General Election to add hours to
the Library, and cancel Monsters in the Park, Veterans Day, and Christmas on the
Avenue. MOTION CARRIED.

Noes: None.
Absent: Councilmember Austin.
5. COMMUNICATION
a. Miscellaneous: Mr. Duque said city crews are out assessing damage from Hurricane
Delta, repairing water leaks and street damage. There will be two passes for debris
pickup and the completion date is expected by November, 20th.
6. ADJOURN
There being no further business a motion was made by Mayor Albanese and
seconded by Councilmember Root to adjourn the meeting at 5:53 p.m. MOTION
CARRIED.
