1_ CALL TME MEETING TO ORDER
The workshop was called to order at 2:05 p.m_ by Mayor R. A. Nugent at the Nederland
City Office Building, 207 N_ 1211 Street, Nederland, Texas. See attached for quorum.
Z. lOOISCIJSSION OF 2016 CITY OF NEUERLANlD- SALARY ANS BENEFITS SURVEY
Chris E>uque, City Manager, reported the City Council engaged Public Sector Personnel
Consulting (PSP(_-) to conduct a classification and compensation study, which
encompassed (1) position classification and job titling (Fair Labor Standards Act
review), (2) updated Americans with C)isabilities Act/Equal Employment Opportunity
compliant job descriptions, (3) salary and benefits compensation survey, (4)
compensation plan, and (5) job audits and interviews_ Mr. E>uque, advised a 5 -
members employee committee was organized comprised of Beth Pinner, Nicky Matt,
Henry Hanson, COwayne Borel, and Colin Batchelor. He introduced Matt Weatherly with
PSP(-- to give a presentation on their findings.
Matt Weatherly thanked City Council for allowing him to be at the meeting and share
the findings of their survey_ He reported employees completed questionnaires
describing their job duties and responsibilities. A classification review was done to
identify the number, type, and level of distinct jobs that existed. The process included
capturing any changes in duties and responsibilities to ensure service delivery. Job
titles were reviewed for accurate reflection of the work and job descriptions will be
updated_ Since the last compensation review was nearly 20 years ago, compensation
and benefits data was compiled in order to answer 2 questions: "How do we compare
to others" and -Where do we want/need to position ourselves in the market". Mr_
Weatherly stated the implementation planning would come from direction of City
Council. PSPC has proposed pay grade adjustments for some jobs to re -align the City's
overall competitiveness to within 594. of the market_ Two sets of data were collected:
All Cities - Cities of Beaumont, Bellaire, Dickinson, Groves, Humble, Lake Jackson,
Orange, Port Neches, Stafford, and Webster; the Local Cities - Cities of Port Neches,
Groves, Beaumont, and Orange_ Decisions will need to be made weather to use the
All -Cities" data or the Only" data and weather to make adjustments all at once
or phase them over 2-3 years_
There was discussion on specific problem job classifications such as hard to fill
Positions, classifications where not enough data was received From other cities,
classifications from other cities that didn't exactly fit our classifications, and the
eligibility for retirement from several current employees_
There was a break from 3:11 p.m_ - 3:17 p.m.
discussion resumed after the break to discuss what was next in the process_ Chris
Duque, City Manager, reported there is still a lot of work to be done before a
recommendation can be made. He reported the employee committee met to discuss
the findings of the surveys and the information is being distributed to employees. A
point of concern was making sure the city is prepared for a smooth transition of retiring

employees without a drop in services. He also stated the police are in line with the
findings after the increase they received last year and staff is in the process of
proposing a pay scale revision for fire fighters.

A motion was made by Councilmember Neal and seconded by Councilmember Austin
to adjourn the Workshop at 4:14 p.m. MOTION CARRIED.
