1. CALL THE MEETING TO ORDER
The workshop was called to order at 2:30 p.m. by Mayor R_ A. Nugent at the Nederland
City Office Building, 207 N. 12 . Street, Nederland, Texas. See attached for quorum.
2. STREET PROGRAM
to Chris Duque, City Manager, stated the 2016-2017 street program budget is
$1,400,000.00_ The proposed streets program is divided into 3 main components:
BOMAG/Chip Seal projects, Concrete Repairs, and Hot Mix Overlay/Re-surfacing.

1. SOMAL/Chip Seal:
Mr. Graves, Street Department Supervisor, and Mr. Hamilton, Public Works Director,
have developed a list of streets in most need of repair that would be BOMAG'ed by the
Street Department and then chip sealed with Jefferson County's assistance_ The City
and County staff would coordinate work to minimize inconvenience to residents along
these streets. Last year, Jefferson County requested $20,000 to contribute toward
road work and this year the same amount is allocated assuming the same request will
be made by the County.

2. Concrete Repairs:
Mr. Graves and Mr. Hamilton have indicated the focus will be repair/replace existing
curb and gutters and then re-surface the roads.

3. Hot Mix Overlays:
In 2013 the City engaged Schaumburg &Polk, Inc. to conduct an extensive assessment
of various city streets. Mr. Graves and Mr. Hamilton recommend addressing 14th Street
from the concrete at the 500 block of Helena Ave, 20th Street from Helena to Canal,
and as instructed by City Council, Holmes Road from Beauxart Garden Road to the end
of the road. The following year staff's recommendation is to address 14th from
Nederland Avenue to Ave H, North 15th from Nederland Avenue to Helena Avenue, and
South 17th from Nederland Avenue to Avenue E.

the Nederland Avenue reconstruction project.

Mr. Hamilton suggested an alternative would be to mill and overlay. This was done in
1999 but this time we would pay better attention to the joint. It would be possible to
do for 2.5 - 4 million. However, this would not fix the overlaying problem since this
is a very old street with a base built in the 1940s.
Mr. Duque said it soon would be necessary to let the public and businesses know about
the plans for the reconstruction of Nederland Avenue. He will schedule a meeting
coordinated with the EDC and the Chamber of Commerce but will consult with council
prior to posting the meeting.
Mr. Duque informed City Council that the Chamber of Commerce requested the City
improve accessibility to the French House and Windmill Museums. Buses are bringing
in visitors and the only ADA ramps are at the end of 15th and 17th Streets. Additionally,
one of the museum employees is confined to a wheelchair. Mr. Duque said it would
be possible to add handicap parking in front of the museums and add an ADA-
compliance ramp. The City will consult with Schaumburg & Polk to ensure compliance
with ADA laws.
Mr. Duque also reported staff examined the status of the sidewalks from 17th Street
to the front of the museums. Large sections are broken, creating trip hazards; most
likely, the damage is from carnival rides/booths driving across the concrete setting up
for Heritage Festival. The Nederland Heritage Festival staff has instructed carnival
workers to drive on the Entergy ROW instead of jumping the curb. City staff will
carefully monitor the stationing of the carnival near this area in the future to ensure
they comply with this directive.
Lastly, Mr. Duque, stated he received a complaint from one of the Boston Avenue
merchants about a tripping hazard in front of their store. Mr. Graves surveyed the
entire street and discovered a number of problems including brick pavers sinking,
broken ramps, broken concrete and street lights moving. The most immediate
concerns are correcting trip hazards, complying with ADA and addressing the street
poles. The existing poles were never intended to hold banners.

A motion was made by Mayor Pro Tern Albanese and seconded by Councilmember Neal
to adjourn the Workshop at 3:52 p.m. MOTION CARRIED.
