The meeting was called to order at 5:33 p.m. by Chairperson R. A. Nugent at the
Nederland City Office Building, 207 N. 12-r. Street, Nederland, Texas.
The following statement was posted:

2. APPROVAL OF MINUTES
A motion was made by Vice-Chairman Albanese and seconded by Trustee Austin to
approve the minutes of the April 24, 2017 meeting of the Employee Benefits Trust as
written. MOTION CARRIECs.

3. HEALTH INSURANCE
Mr. Duque, said the City's health insurance provider is TML-Intergovernmental Benefits
Pool which expires on June 30.". When bids were received for next year's insurance
premiums, TML submitted a renewal with an increase of 18.653/4. Based on the past
18-month claims data, IPS did not believe the significant rate increase was justified.
Therefore, the City continued to solicit competitive bids. Mr. Duque stated after
reviewing bids received and meeting with Mrs. Guidry, the City's insurance consultant
(IPS), and the employee insurance committee; he recommended awarding the bid to
United Healthcare utilizing their proposed Option 2 plan with blended rates and
providing as the City's standard plan, a $1,500 deductible and $6,500 maximum out
of pocket. The additional cost to the City is $51,688 or 723/4 of the total increase in
health insurance costs.
A motion was made by Trustee Belaire and seconded by Trustee Austin to award a bid
for employee health insurance to United HealthCare utilizing their proposed Option 2
plan with blended rates and providing as the City's standard plan a $1,500 deductible
and $6,500 maximum out of pocket. The City's defined contribution would be $595.69
for employee only, $999.49 for employee + spouse, $722.40 for employee + children
and $1,248_S2 for employee + family as recommended by the City Manager, IPS and
the City of Nederland Insurance Committee. MOTION CARRIED._

There being no further business a motion was made by Trustee Austin and seconded
by Trustee Neal to adjourn the meeting at 4:53 p.m. MOTION CARRIED.
