1_ MEETING
The meeting was called to order at 4=30 p.m. by Mayor Nugent at the Nederland City
Office Building, 207 N. Street, Nederland, Texas. See attached for quorum.
The following statement was posted:

2_ INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation and pledge of allegiance were led by Gay Ferguson, City Clerk_
3. CONSENT AGENDA - All consent agenda items listed are considered to be routine by
the City Council and will be enacted by one motion. There will be no separate
discussion of these items unless a councilmember so requests, in which event the item
will be removed from the Consent Agenda and considered separately_
A motion was made by Mayor Pro Tem Neal and seconded by Councilmember Austin
to approve the Consent Agenda Item „a" as presented. MOTION CARRIEU.

OD- Proclamations:
i. A motion was made by Councilmember Austin and seconded by Mayor Pro Tem
Neal to approve a proclamation in regard to Global Youth Service I7ay. MOTION
CARRIED.
Ayes: Mayor Nugent, Councilmember Austin, Neal, and Belaire.
Noes: None.
ii. A motion was made by Mayor Pro Tem Neal and seconded by Councilmember
Austin to approve a proclamation in regard to Sexual Assault Awareness and
Prevention Month. MOTION CARRIEU_

Noes: None.

iii. A motion was made by Councilmember Austin and seconded by Mayor Pro Tem
Neal to approve a proclamation in regard to National Crime Victims' Rights Week.
MOTION CARRIED.
Ayes: Mayor Nugent, Councilmember Austin, Neal, and Belaire.
Noes: None.
iv. A motion was made by Councilmember Belaire and seconded by Mayor Pro
Tem Neal to approve a proclamation in regard to National Fair Housing Month.
MOTION CARRIED.
Ayes: Mayor Nugent, Councilmember Austin, Neal, and Belaire.
Noes: None.
b. A motion was made by Mayor Pro Tern Neal and seconded by Councilmember
Austin to accept the quarterly Hotel Occupancy Tax Fund financial report from the
Nederland Chamber of Commerce. MOTION CARRIED.
Ayes: Mayor Nugent, Councilmembers Austin, Neal, and Belaire.
Noes: None.
c. A motion was made by Councilmember Austin and seconded by Mayor Pro Tem
Neal to approve amendments to the City's Purchasing Policy. MOTION CARRIED.
Ayes: Mayor Nugent, Councilmembers Austin, Neal, and Belaire.
Noes: None.
d. A motion was made by Mayor Pro Tern Neal and seconded by Councilmember
Austin to approve an interlocal agreement between the City of Nederland and
Region 19 Education Service Center to utilize for purchasing. MOTION CARRIED.
Ayes: Mayor Nugent, Councilmembers Austin, Neal, and Belaire.
Noes: None.
e. A motion was made by Councilmember Austin and seconded by Mayor Pro Tem
Neal to approve Change Order No. 3, reducing the contract amount by
$570,215.73, for the Nederland Avenue Paving, Drainage, and Utilities project.
MOTION CARRIED.
Ayes: Mayor Nugent, Councilmembers Austin, Neal, and Belaire.
Noes: None.
f. A motion was made by Councilmember Austin and seconded by Mayor Pro Tern
Neal to approve final payment and release of retainage for the Nederland Avenue
Paving, Drainage, and Utilities project. MOTION CARRIED.
Ayes: Mayor Nugent, Councilmembers Austin, Neal, and Belaire.
Noes: None.
Chris Duque, City Manager, thanked Rob Woods, Director of Public Works and Rick
Bourque, Schaumburg & Polk, Inc. for their good work on this project.
g. Bids:
i. A motion was made by Councilmember Belaire and seconded by Mayor Pro Tern
Neal to award a bid for water inventory items to ACT Pipe and Supply in the amount
of $117,283.90. MOTION CARRIED.
Ayes: Mayor Nugent, Councilmember Austin, Neal, and Belaire.

ii. A motion was made by Councilmember Austin and seconded by Mayor Pro Tern
Neal to authorize the solicitation of bids for the 2019 Concrete Street Rehabilitation
program. MOTION CARRIED.
Ayes: Mayor Nugent, Councilmember Austin, Neal, and Belaire.
Noes: None.
h. A motion was made by Councilmember Belaire and seconded by Mayor Pro Tem
Neal to amend the Neighborhood Empowerment Zone policy. MOTION CARRIED.
Ayes: Mayor Nugent, Councilmembers Austin, Neal, and Belaire.
Noes: None.
5. COMMUNICATION
a. Chamber of Commerce Coffee 8:00 a.m. in the morning at Rao's.
b. Next City Council meeting will be next Monday, April 15th
c. Chris thanked Angela and her staff for their work on Trash Bash held this past
Saturday.
d. BOMAG/chip seal work has begun on Avenue A between 37th and Hardy.
6. ADJOURN
There being no further business a motion was made by Councilmember Austin and
seconded by Mayor Nugent to adjourn the meeting at 5:11 p.m. MOTION
CARRIED.
