NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
October 25, 2021, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas,
for the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
This meeting will be OPEN to in-person attendance by the public; however due to the spacing
restrictions in the City Council Chamber, masks are encouraged. The City will continue to provide
citizens an alternative method to attend and participate in City Council meetings. Members of the
public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting
by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling
the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.
a. Minutes – October 11, 2021 regular meeting
b. September 2021 Departmental Reports
c. Tax Assessor Collection Report – September 2021
d. Consider action approving a request from Nederland Little Dribblers to utilize the
Nederland Recreation Center gymnasium for practices and the waiver of associated fees.
e. Street Closure Requests:
i. Consider action authorizing the closure of Boston Avenue between 15th Street and
17th Street and all intersections on Sunday, October 31st for the Nederland Chamber
of Commerce’s “Trunk-R-Treat” event.
ii. Consider action authorizing the closure of Boston Avenue between 12th Street and
17th Street and all intersections on Saturday, December 4th for the “Christmas on the
Avenue” event.
iii. Consider action authorizing the closure of 21st Street from Detroit Avenue to
Nederland Avenue, Detroit Avenue from 17th Street to 21st Street, Nederland
Avenue from 21st Street to 12th Street, 12th Street from Nederland Avenue to Boston
Avenue, and Boston Avenue from 12th Street to 17th Street on Tuesday, December
7th for the Annual Lighted Christmas Parade.

4. REGULAR AGENDA
a. Discussion and possible action regarding the rehabilitation or condemnation and
demolition of the abandoned and/or dilapidated structure at the following address: 118 5th
Street (front 50E of Lots 1, 2, 3, Block 12 of Johnson Addition).
b. Conduct a public hearing for the purpose of receiving comments regarding the City of
Nederland’s Coronavirus Local Fiscal Recovery Fund allocation.
c. Consider action appointing Gary Tiner to the Civil Service Commission.
d. Consider action appointing Anthony Toups and Billy Wayne Doornbos to the Nederland
Economic Development Corporation Board of Directors.
e. Discussion and possible action regarding a request from the Nederland Independent
School District to utilize the Nederland Recreation Center as the secondary evacuation
location for Hillcrest Elementary School.
f. Introduction of Molli Hall, the incoming Library Director.
g. Consider action approving Resolution No. 2021-31, casting votes for Nicky Matt as a
candidate for the Board of Directors of the Jefferson County Appraisal District.
h. Discussion and possible action regarding Jefferson County Water District No. 10’s
request for an easement.
i. Consider action awarding bid for the “2021-2022 Concrete Pavement Improvements”
project.
j. Receive update on the City of Nederland’s Public Protection Classification Results.
k. Consider action approving Ordinance No. 2021-19, amending the fiscal year 2021-2022
budget.
l. Consider action authorizing the purchase via state-approved contract of 13 self-contained
breathing apparatus for the Nederland Fire Department.
m. Consider action approving the First Amendment to the Agreement between the City of
Nederland, Texas and Sunoco Partners Marketing & Terminals L.P.
