NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
January 24, 2022, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas,
for the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
This meeting will be OPEN to in-person attendance by the public; however due to the spacing
restrictions in the City Council Chamber, masks are encouraged. The City will continue to provide
citizens an alternative method to attend and participate in City Council meetings. Members of the
public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting
by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling
the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.

4. REGULAR AGENDA
a. Discussion and possible action regarding a request from the Port Neches-Groves Youth
Football Association for millings.
b. Conduct a public hearing for the purpose of receiving comments regarding the City of
Nederland’s Coronavirus Local Fiscal Recovery Fund allocation.
c. Receive the quarterly Hotel Occupancy Tax Fund financial report from the Nederland
Chamber of Commerce.
d. Consider action approving Ordinance No. 2022-02, authorizing participation with other
Entergy service area cities in matters concerning Entergy Texas, Inc.
e. Consider action approving Ordinance No. 2022-03, abandoning two alleyways (0.1168
acre of land adjacent of Lots 19 & 20, Blk 23 Town of Nederland) and retaining certain
easements.
f. Consider action declaring surplus the NFD 1987 ladder truck (Aerial 1) and authorizing
the donation to the Regional Fire Academy at Lamar Institute of Technology.
g. Consider action appointing an auditing firm to perform the City’s audit for Fiscal Year
2021-2022.

h. Consider action approving Change Order No. 1 – Hodgson Road/Bourque Road
Rehabilitation project.
i. Consider action approving final payment and release of retainage for the Hodgson
Road/Bourque Road Rehabilitation project.
j. Consider action awarding bid for the “Storm Sewer Improvements (17th Street & Avenue
N) – Allen Meadows Subdivision” project.
k. Consider action authorizing the solicitation of bids for the 2022 Flexible Pavement
Rehabilitation (hot mix overlay) project.
l. Consider action approving the Re-Plat request of 3104 Avenue G (Tract 23-B, Block 1,
Hillcrest 2nd Acres).
m. Consider action approving the Re-Plat request of 3011-3015 Canal Avenue (Lot 7, Block
17I, Tract 3, Port Arthur Land Company).
n. Consider action re-authorizing the City of Nederland Spay and Neuter Program.
o. Discussion regarding the outsourcing of the staffing and operation of the Nederland
Swimming Pool.
p. Discussion regarding “side by side, all-terrain, and/or off-road vehicles operating on City
streets.
q. 2022 Election:
i. Consider action approving Resolution No. 2022-03, calling for an election to be held
on May 7, 2022 for the purpose of electing one (1) Mayor and two (2) City
Councilmembers – one from Ward II and one from Ward IV and appointing a Clerk
for Early Voting.
ii. Consider action approving an Interlocal Agreement between the City of Nederland
and the Nederland Independent School District regarding the May 2022 election.
5. EXECUTIVE SESSION (No Public Discussion on These Items)
The City Council will announce that it will go into Executive Session, pursuant to Chapter 551
of the Texas Government Code, to discuss matters as specifically listed on the agenda, or as
authorized by law.
