1. MEETING
The meeting was held June 15, 2018 in the City of Nederland Recreation Center at 2301
Avenue H, Nederland, Texas and was called to order by Alex Rupp.
MEMBERS PRESENT: Brian Gentile, Alex Rupp, Stephanie Gallagher, Jason Butler
MEMBERS ABSENT: Sylvia Root
CITY STAFF PRESENT: Angela Fanette, Parks and Recreation Director, Nicole Matise,
Recreation Intern
2. APPROVE THE MINUTES OF THE PREVIOUS MEETING
Stephanie Gallagher made a motion to approve the previous meeting’s minutes. Alex
Rupp seconded the motion. All voted aye, and the motion carried.
3. DISCUSSION/POSSIBLE ACTION
a. Discussion/possible action regarding usage for NISD use of parks and pool
facilities for end of year school parties. Angela Fanette discussed that all parties
went well, as this was the first year to host end of year parties requested by all
six campuses. For next year, it will be necessary to review activities to allow the
Recreation Center to stay open for public usage should the schools request
usage again. No action was required.
b. Discussion/possible action regarding Nederland Youth Athletic League Utility
Reimbursement Policy. Angela Fanette spoke with Cheryl Dowden in the finance
department regarding the reimbursement policy. Each of the leagues turn in a
packet containing a signed cover letter, a list of coaches that have been
background checked, and a list of bills with copies of the bills attached. Cheryl
requested to have a checklist for the leagues to turn in to help simplify the
process. Moving forward, Angela Fanette would like for Nederland Little
Dribblers to submit the same information, with the exception of the utilities, as
the other leagues in Nederland for the in-kind donation of the Recreation Center
gym usage the City provides. A check list will be used in the future to help the
finance department. No action was required.
c. Discussion regarding the Nederland Pool Summer Swim Program for 2018.
The Nederland Pool schedule has been revised for the season to allow for limited
staff. Currently, no Tuesday and Wednesday evening swim parties will be held,
and swim lessons will be just morning or afternoon. This schedule was
presented to the City Council and approved. Angela Fanette stated that should
additional staff become available, those areas would open back up. Alex Rupp
asked what changes could be made in the future to encourage participation in
lifesaving classes. Angela Fanette stated that the department would look at
certifying staff through classes held on site and would review wages for the
position to attract applicants, and that currently the City reimburses for training
and would continue to do so. No action was required.
d. Discussion/possible action to update the Parks Advisory Board Bi -Laws.
A motion was made by Alex Rupp to postpone this item so all board members
could be present. Jason Butler seconded this motion. All voted aye. Motion
carried.
e. Discussion regarding current and proposed park repairs and improvements.
Angela Fanette stated that the Nederland Pool roof project was complete, and
that the electrical loop project went out for bids and that the project was to
begin after the July 4th program. The Veterans Park Kiosk concete pad was
complete, as is the pad for a new bench at Tex Ritter Park. The kiosk and bench
will be installed soon. The gym floor will be resurfaced in August. Also, the
bases for the pool columns will be painted and stenciled to match the rest of the
pool area. No action was required.
f. Discussion regarding the July 4th programming.
Angela Fanette stated the July 4th program was set, and that the program should
move forward like in years past. Phoenix Design Group will be the pyro
technician, and Still Crusin’ will perform for the entertainment. A train will be
available for children before dark. Food vendors will be on site. The pool will be
open from 5pm to 10pm. No action was required.
4. COMMUNICATION
a. Miscellaneous. Fellowship Baptist Church called to inquire about hosting an event
in the park after July 4th. They were notified by Angela Fanette that more than
likely, the facility and park would be unavailable due to the Electrical Loop
Project, but if they would like to request another area or time that it could be
considered.
5. ADJOURN
There being no other business, Stephanie Gallagher made a motion to adjourn the
meeting. Brian Gentile seconded the motion. All voted aye, and the motion carried.
The meeting concluded at 12:55 PM.
