9-September 19 2018 MinutesCity of Nederland Parks Advisory Board Minutes 12:00 p.m. September 19, 2018 1. MEETING The meeting was held September 19, 2018 in the City of Nederland Recreation Center at 2301 Avenue H, Nederland, Texas and was called to order by Sylvia Root. MEMBERS PRESENT: Brian Gentile, Jason Butler, Sylvia Root, Stephanie Gallagher MEMBERS ABSENT: Alex Rupp CITY STAFF PRESENT: Angela Fanette, Parks and Recreation Director 2. APPROVE THE MINUTES OF THE PREVIOUS MEETING Jason Butler made a motion to approve the previous meeting’s minutes. Stephanie Gallagher seconded the motion. All voted aye, and the motion carried. 3. DISCUSSION/POSSIBLE ACTION a. Discussion/possible action to update the Parks Advisory Board By-Laws: The board reviewed the current by-laws adopted on January 26, 2009. Angela Fanette presented proposed revisions. Revision are to add language to state that City Council will appoint parks advisory board members, that notice of meetings may be emailed or mailed to board members, that regular meetings will be held on the second Wednesday of the month, and that recreation staff may assist in record keeping duties. In section 6, Parks and Recreation Supervisor was changed to Parks and Recreation Director. Jason Butler asked if the by-laws could have language added that would allow video or phone conferencing for meetings. Angela Fanette stated that she would gather that inf ormation for the next meeting. The revised by-laws will then be reviewed at the next Parks Advisory Board meeting. No action was needed. b. Discussion/possible action regarding a request from Jared Summers for Little Dribblers usage of the Nederland Recreation Center. Angela Fanette presented a request from Jared Summers for Recreation Center usage from November 5th to February 16th, excluding City Holidays. Mondays from 5pm to 8pm and Tuesday through Thursday from 5pm to 6pm were requested times of usage. Mr. Summers has provided insurance for the usage. In reviewing previous years, Little Dribblers used an estimated 35 hours of requested 78 hours of usage. Per Mr. Summers, Little Dribblers has used NISD campuses for practices and games and paid custodial fees of $2327.50 for NHS, $1846.25 for Central, $2318.75 for C. O. Wilson, and $8.75 for Helena Park. Angela Fanette stated that Little Dribblers has not previously participated in the Youth Athletic League Policy for reimbursements with their use, and that the department’s goal is to support all Nederland youth sports with a balance to providing services for open play. Brian Gentile recommended to allow usage, but to limit to half court usage on Tuesday, Wednesday and Thursday so that the public can use the facility as well, or if Little Dribblers cancels, etc. Jason Butler made a motion to recommend to allow usage on Monday from 5pm to 8pm for full court, and to allow half court usage on Tuesday, Wednesday, and Thursday from 5pm to 6pm, with the Parks and Recreation Director’s discretion to expand to full court should there be an increase in participation. Stephanie Gallagher seconded the motion. All voted aye. Motion carried. c. Discussion regarding current and proposed park repairs and improvements: The department is waiting on the contract to get started on the lighting project for Doornbos Park. The next step will be to begin ordering parts for the light poles. All other projects have been completed for this fiscal year. Angela Fanette also notified the board that regular maintenance for the department is ongoing but slow due to a maintenance staff member being out and the wait for the reinstatement of the work crew. No action was needed. d. Discussion regarding upcoming park programming. Angela Fanette stated the following events are upcoming: Monsters in the Park on October 20, Veterans Day picnic and fireworks on November 11, and Christmas on the Avenue on December 1st. Volunteers are needed for all events, and the department is seeking sponsorship for Christmas on the Avenue, which will include an inflatable maze, snow in the park, ice skating, and a tree lighting at 6pm. The Knights of Columbus will be cooking a gumbo dinner for the Veterans area at Veterans Day, and National Night Out will also be joining in on V eterans Day to combine the event. No action was needed. 4. COMMUNICATION e. Miscellaneous. None. 5. ADJOURN There being no other business, Brian Gentile made a motion to adjourn the meeting. Jason Butler seconded the motion.
