Minutes

1. MEETING
The meeting was held December 4, 2012 at the City of Nederland Recreation Center at
2301 Avenue H, Nederland, Texas and was called to order by Brent Weaver.
MEMBERS PRESENT: Joella Harvey, Sylvia Root, Stephanie Gallagher, Brent Weaver,
Marty Byrd
MEMBERS ABSENT: none
CITY STAFF PRESENT: Angela Fanette, Parks and Recreation Director, Chris Duque, City
Manager
2. APPROVE THE MINUTES OF THE PREVIOUS MEETING
Marty Byrd made a motion to approve the previous meeting’s minutes. Sylvia Root
seconded the motion. All voted aye. Motion carried.
3. DISCUSSION/POSSIBLE ACTION:
a. Discussion/possible action regarding usage of the park areas for ASK.
Angela Fanette presented a request from Adaptive Sports for Kids for usage of the
Softball Field on March 2, 9, 16, 23 and April 6, 13, and 20, 2012. They are also
requesting use of the classroom at the Recreation Center on February 23, 2012
for pictures, and for usage of the Soccer field for June 1, 8, 15, and 22, 2012.
Brent Weaver approved the usage for the requested dates. Sylvia Root seconded
the motion. All voted aye. Motion carried.
b. Discussion of Christmas on the Avenue.
Angela Fanette gave a brief synopsis of The City of Nederland’s 5th Annual
“Christmas on the Avenue” on Boston Avenue on December 1, 2012. The event
was a success in terms of participation levels. The event included moon bounces,
a Velcro wall, a train, pony rides, a petting zoo, and snow at Tex Ritter park at the
conclusion of the day during the Tree Lighting. No action was needed.
c. Discussion of progress of Official City of Nederland Christmas Ornamen t Sales.
Angela Fanette stated that approximately half of the stock of ornament sales are
sold, and that we are at the “break even” mark. This is the first year to sell
ornaments for the City, with proceeds going to offset costs of Christmas on the
Avenue. No action was taken.
d. Discussion park repairs and improvements.
Angela Fanette stated that the two playgrounds purchased for this budget year
are complete and installed, with additional repairs to swing structures at 5th
Street Park done by parks employees. Additionally, a contactor is being replaced
at the Nederland Pool, and two ADA chair lifts are being installed to meet with
new Federal Regulations for public swimming pools for the 2013 season. No
action was taken.
e. Discussion of Christmas Decorations for the Holiday Season.
Angela Fanette stated that new Christmas Decorations have been purchased for
Tex Ritter Park, including new LED lighting for the Windmill that should last longer
for subsequent years decorations. Lifts were rented for install of the new
features for the lights. No action was taken.
f. Discussion/possible action of HOFNOD for February 23, 2012.
The Nederland Rotary Club has requested use of the facility for February 23, 2012
for its annual Hooked on Fishing Not on Drugs Fishing Derby. Due to the need for
additional planning and scheduling drop off of fish, they additionally requested
immediately prior to meeting to move the date to February 16, 2012. Since the
weather plays a factor in the event, Angela Fanette suggested securing both dates
for the event. Brent Weaver made a motion to allow usage of the facility for
either February 16, 2012 or February 23, 2012 for the Fishing Derby. Marty Byrd
seconded the motion. All voted aye. Motion carried.
4. REPORTS
a. Receive on “National Night Out” held on October 9, 2012.
National Night Out was held on October 9th on Boston Avenue in conjunction with
the Nederland Police Department, Nederland Fire Department, and Jefferson
County. The event drew a large crowd and will be a continued program for the
City of Nederland.
b. Report of “Trunk or Treat” participation.
The Parks & Recreation Department participated this year with a Star Wars
theme. The department gave out candy and also provided “Jedi Training
Academy” for those Star Wars enthusiasts that attended. All candy was donated
by City employees and given out by Parks, Fire, and PD staff.
c. Report on the status of order for banners for the Heritage Festival.
Banners are currently being delivered for the Nederland Heritage Festival to place
on Boston Avenue. The Heritage Festival gifted the money for this project, and
the banners will be placed on Boston from January until the Festival is complete.
The banners will be 30 x 48 inches and will be placed by the Public Works
Department.
d. Report on Bench Donation.
At the September 24, 2012 Council Meeting, the South County Breakfast Lions
Club will present a donation for a bench for Tex Ritter Park. The bench was
purchase and installed on a concrete pad with the assistance of the Public Works
Department. The donation was for $1000.00 and the bench project came in
under budget. No action was taken.
5. ADJOURN
There being no other business, Marty Byrd made a motion to adjourn the meeting.
Sylvia Root seconded the motion. All voted aye. Motion carried. The meeting
concluded at 12:19pm.
