April 13, 2016
1. MEETING
The meeting was held April 13, 2016 at the City of Nederland Recreation Center at 2301
Avenue H, Nederland, Texas and was called to order by Sylvia Root.
MEMBERS PRESENT: Sylvia Root, Stephanie Gallagher, Brian Gentile, Alex Rupp, Marty
Byrd
MEMBERS ABSENT: None
CITY STAFF PRESENT: Chris Duque, City Manager, Angela Fanette, Parks and Recreation
Director, Kacie Brown, Recreation Assistant
2. APPROVE THE MINUTES OF THE PREVIOUS MEETING
Alex Rupp made a motion to approve the previous meeting’s minutes. Marty Byrd
seconded the motion. All voted aye. Motion carried.
3. DISCUSSION/POSSIBLE ACTION:
a. Discussion/possible action regarding a request from Brian English to host a
summer basketball league and tournament.
Angela Fanette presented a request from Brian English to host a summer
Basketball League for area high school teams with a tournament. Summer League
play will be from May16th-June 30th, but all dates will be flexible as to what
benefits the department schedule. All participants will sign a waiver to
participate. There is no insurance available from Mr. English for the league.
Marty Byrd made a motion to recommend approval for the league. Stephanie
Gallagher seconded the motion. All voted aye. Motion carried.
b. Discussion/possible action regarding request from NISD to use the Nederland
Swimming Pool and Nederland Recreation Center for year-end parties.
Angela Fanette presented a request from NISD to host year-end school parties for
eighth graders at the Nederland Swimming Pool and Nederland Recreation
Center. Central will utilize facilities on June 1st and C.O. Wilson, June 2 nd.
Appropriate chaperone supervision and insurance naming the City of Nederland
as an additional insured will be provided by NISD. Stephanie Gallagher made a
motion to recommend approval for the league. Marty Byrd seconded the motion.
All voted aye. Motion carried.
c. Discussion regarding the July 4th Fireworks show.
Angela Fanette discussed plans for this year’s Monday evening event. Musical
entertainment will be provided by Still Crusin’ and a firework display will be
presented by The Phoenix Design Group. Sponsorship opportunities are still
available. The Nederland Swimming Pool will be open to the public from 5pm -
10pm. Food Vendors will be invited to participate by invitation only. No action
was needed.
d. Discussion regarding smoking ban on park property.
Chris Duque discussed how other cities in Texas have bans related to smoking on
park property and wanted to receive feedback from the board to determine what
thoughts they might have on a ban on park property. Each board member said
that they would support the idea of a ban on park property. Angela Fanette
stated that this would be beneficial at times when large crowds are in the parks
for safety due to close proximity and small children. Chris Duque stated that the
ban would be difficult to enforce, except in those times where large numbers of
people were gathered for City events. Further discussion will take place at the
next board meeting. No action was needed.
4. COMMUNICATION
a. Update on park improvements and repairs.
Angela Fanette gave a brief update on the status of the pool project-plaster and
UV installation is ongoing.
b. Miscellaneous.
None
5. ADJOURN
There being no other business, Brian Gentile made a motion to adjourn the meeting.
Marty Byrd seconded the motion. All voted aye. Motion carried. The meeting
concluded at 12:49pm.
