1. MEETING
The meeting was held October 9, 2019 in the City of Nederland Recreation Center at
2301 Avenue H, Nederland, Texas and was called to order by Angela Fanette.
MEMBERS PRESENT: Brandin Shaw, Paul Hussey, Alex Rupp, Jason Butler
MEMBERS ABSENT: Brian Gentile
CITY STAFF PRESENT: Angela Fanette, Parks and Recreation Director, Stacy Pinner,
Recreation/Aquatics Assistant
APPROVE THE MINUTES OF THE PREVIOUS MEETING
Alex Rupp made a motion to approve the previous meeting’s minutes. Paul Hussey
seconded the motion. All voted aye. Motion carried.
2. DISCUSSION/POSSIBLE ACTION
a. Discussion regarding current and proposed park repairs and improvements:
The electrical loop project at Doornbos Park is close to being finished; the
department is currently waiting on one additional pole at the front of the park by
the Doornbos Park sign. All poles must be windstorm certified, and the engineer
is making sure this last pole will meet those requirements. A few of the lights
near the softball field are affecting some of the homes at the back of the park
and will need adjustments. Some of the older lights in the park will need new
bulbs and ballasts as well, and they will be fixed once the new electrical project
is complete. The department is installing new outdoor fitness equipment at
Doornbos Park near the playground. The playgrounds at Doornbos, Cropo
LeBlanc Park and the park at 5th and Ave. E will be re-mulched this year. Brandin
Shaw suggested that the department looking into getting local artist to paint
benches like Weathering Heights Park in Beaumont. Angela Fanette will need to
make sure that the department would be able to have the donated benches
painted. The department will be requesting to authorize solicitation of bids for
the Nederland Swimming Pool Slide. Paul Hussey asked if the same company
that created the slide would also be installing it. Angela Fanette said that it is
possible, or that an approved equivalent would also be an option through the bid
process. Neches Engineers will oversee the installation. The maintenance staff is
catching up with grass cutting from the summer time demands and the delays
from inclement weather. No action was needed.
b. Discussion regarding upcoming park programming: Monsters in the Park will be
Friday, October 11 from 5:00 p.m. – 9:00 p.m. at Doornbos Park, and will feature
a magic show, a petting zoo, crafts, a maze, and a haunted graveyard. Nonprofit
food vendors will also be attending. Jason Butler asked how the department
decided on a Friday night. Angela Fanette explained it helps keep costs down for
the event because of fewer overtime hours for the staff, and that the bi-week for
the football schedule is usually where the event is scheduled but was not an
option this year. National Night out will be Tuesday, October 15 from 5:30 p.m. –
8:00 p.m. on Boston Avenue. A number of business will be participating in
support of the Police and Fire Departments including Dairy Queen, who has
donated free food and ice cream coupons, and the Chamber of Commerce, who
will be giving out free hotdogs. Veterans Day will be on Friday, November 8 at
Veterans Park by City Hall. Time to be determined. Christmas on the Avenue will
be on Saturday, December 7 from 12:00 p.m. – 7:00 p.m. and will feature an ice
rink, toboggan tunnel, polar mini golf, and vendors. Brandin Shaw asked what
kind of vendors would be participating. Angela Fanette stated it would be a mix
of food and craft vendors, and that the department would verify with
inspections regarding ordinance for food sales. The maintenance staff will start
decorating Tex Ritter Park with Christmas lights for this event on October 21st.
Other dates for upcoming 2020 events are set and will be posed at a future
meeting. No action was needed.
c. Discussion/possible action regarding the appointment of a chairperson, a vice-
chairperson, and a secretary for the Parks Advisory Board: Paul Hussey
volunteered for chairperson. Alex Rupp voted for Jason Butler as vice
chairperson, and volunteered as secretary. Jason Butler made a motion to
approve these appointments. Alex Rupp seconded the motion. All voted aye, and
the motion carried.
d. Discussion/possible action regarding a request from Daryl Miller for an indoor
futsal league: Daryl Miller with Gulf Coast Soccer has requested to use the
Recreation Center gym for an indoor futsal league. His requests include using the
facility for about 8 hours a week, primarily on Saturdays for games, for 8 weeks
from January to February, and the league is willing to pay $75.00/hour. He
anticipates that about one third of the players would be Nederland residents,
and registration fees are $75.00/player. With other commitments like Adaptive
Sports for Kids in January and early February, upcoming events Hooked on
Fishing Not on Drugs in February and Trash Bash in March, and possible
Nederland Little Dribblers’ practices in the spring like in years past, Angela
Fanette does not think this facility could host th is program in its entirety due to
schedule. Alex Rupp stated the school district would be a good facility and asked
if Gulf Coast has looked into other areas. Brandin Shaw was curious where the
teams were planning to practice. Jason Butler suggested they might use this
futsal league as an off-season skill enhancer and there might not be practices.
Angela Fanette stated that at this time, she could not recommend usage without
getting additional information requested by the board. Jason Butler made a
motion to postpone the item until Angela Fanette gets more information from
Daryl Miller. Brandin Shaw seconded the motion. All voted aye. Motion carried.

There being no other business, Alex Rupp made a motion to adjourn the meeting. Jason
Butler seconded the motion. All voted aye. The motion carried. The meeting concluded
at 12:53 p.m.
