1. MEETING
The meeting was held November 13, 2019 in the City of Nederland Recreation Center at
2301 Avenue H, Nederland, Texas and was called to order by Angela Fanette.
MEMBERS PRESENT: Brandin Shaw, Paul Hussey, Alex Rupp, Jason Butler
MEMBERS ABSENT: Brian Gentile
CITY STAFF PRESENT: Angela Fanette, Parks and Recreation Director, Stacy Pinner,
Recreation/Aquatics Assistant
APPROVE THE MINUTES OF THE PREVIOUS MEETING
Alex Rupp made a motion to approve the previous meeting’s minutes. Jason Butler
seconded the motion. All voted aye. Motion carried.
2. DISCUSSION/POSSIBLE ACTION
a. Discussion regarding current and proposed park repairs and improvements:
The department is working with the City Clerk and Neches Engineering regarding
the re-bidding for the pool slide. No contractors attended the mandatory pre-bid
on November 6, 2019. The electrical loop has one light pole left to install for
completion and adjustments to the lights would be done once the project closes.
Paul Hussey asked if these adjustments would be an additional charge. Ang ela
Fanette stated there should be no additional charge to make these adjustments.
The department is purchasing an outdoor fitness area for Doornbos Park. The
fitness area will include platforms for steps, dip stations and other stationary
items. The department is also purchasing a software upgrade for the kiosk at
Veterans Park for the first of the year. The current software will no longer work
after January 14, 2020. The Nederland Heritage Festival has given the
department a grant for $10,000 for tables and benches. Angela Fanette would
like to research painting the current benches as suggested by the board and
repairing tables/benches as well. Maintenance staff will be decorating Tex Ritter
Park with Christmas lights to get ready for Christmas on the Avenue. Brandin
Shaw asked how often the parks are treated for ants and notified of an area at
Tex Ritter Park to treat. Angela Fanette stated that staff would be instructed to
treat that area. No action was needed.
b. Discussion regarding upcoming park programming:
Christmas on the Avenue will be December 7, 2019. Vendor set up will be from
10:00 a.m. – 12:00 p.m. and the event will be from 12:00 p.m. – 7:00 p.m. The
tree lighting ceremony will be at 6:00 p.m. Throughout the day different groups
will perform including a magic show, story times, a bell choir and church choir.
Ned & Co will perform at the Tree lighting ceremony. The department has rented
a synthetic ice rink, a toboggan tunnel, and a 9 hole inflatable polar golf course.
The rink this year will be in front of the Heritage Festival building. The City will be
participating in the Christmas parade on Tuesday December 10, 2019. The
Nederland Rotary Club’s Hooked on Fishing Not on Drugs will be Saturday,
February 22, 2020. The department will also be updating the pool programing
schedule for summer 2020. No action was needed.
c. Discussion/possible action regarding a request for usage for Nederland Little
Dribblers for practices from Shane Reedy:
A request was received from Shane Reedy with Nederland Little Dribblers to use
the facility for practice only on Monday from 5-8pm, and Tuesday, Wednesday,
and Thursday from 5pm to 6pm beginning as soon as possible (after Council
approval) until February 15th. Insurance would be provided and the request is
that fees will be waived for this usage. All participants will be required to sign in
via waiver at the front desk at each visit as in years past if an adult or have a
parent sign if a minor. All City Holidays will be observed in this period. The
facility will also not be available for a period of time in December for the floor
maintenance that is scheduled. All facility rules will have to be followed, and
practices will not be allowed outside of these times. Nederland Little Dribblers
will be responsible for insuring the facility is clean after each usage and will be
responsible for any damages on site should they occur. Angela Fanette
recommends usage for Nederland Little Dribblers practices. Jason made a
motion to approve this request. Alex Rupp seconded. All voted aye. The motion
carried.
d. Discussion/possible action regarding a request from Daryl Miller for an indoor
futsal league:
Daryl Miller has submitted additional information regarding the request for
usage for an indoor soccer/futsal at the Nederland Recreation Center. Mr. Miller
has also reached out to the Groves Activity Center and an area church but has
not confirmed their usage. Futsal will not require any additional practice times at
the facility. At this time, the only recommended dates for usage due to conflicts
in the calendar are 8:00 a.m. – 11:00 a.m. on Saturdays Dec. 14, Feb. 8, Feb. 15,
and Feb. 29. Insurance is provided for this usage. It is recommended that if over
75 are in attendance security must be provided and paid for by Gulf Coast Youth
Soccer by the Nederland Police Department prior to usage. Usage would be
charged at $50 per hour for the gym as well, which is in line with requirements
for regular rentals for parties, etc. Gulf Coast Youth Soccer will be required to
have a facility liaison in place for the duration of usage. The Nederland
Recreation Center will not provide any support for the operations of the league
such as registration, referees, supplies, equipment, etc. All facility rules must be
followed at all times. Gulf Coast Youth Soccer will be responsible for insuring the
facility is clean after each use and will be responsible for any damages while on
site should they occur. All participants will be required to sign a waiver upon
entry to the facility if adults or prior to play if minors. Gulf Coast Youth Soccer
serves youth from all over the area, not specifically Nederland residents. Jason
made a motion to approve this request. Alex Rupp seconded. All voted aye. The
motion carried.

There being no other business, Paul Hussey made a motion to adjourn the meeting.
Alex Rupp seconded the motion. All voted aye. The motion carried. The meeting
concluded at 12:36 p.m.
