1. MEETING
The meeting was held February 9, 2022 in the City of Nederland Recreation Center at
2301 Avenue H, Nederland, Texas and was called to order by Paul Hussey.
MEMBERS PRESENT: Jason Butler, Betty Davis-Pruitt, Paul Hussey
MEMBERS ABSENT: Brandin Shaw, Alex Rupp
CITY STAFF PRESENT: Angela Fanette, Parks and Recreation Director; Mikaela Clark,
Recreation/Aquatics Assistant; Diana Meredith, Departmental Clerk
2. APPROVE THE MINUTES OF THE PREVIOUS MEETING
Jason Butler made a motion to approve the previous meeting’s minutes. Betty Davis-
Pruitt seconded the motion. All voted aye. Motion carried.
3. DISCUSSION/POSSIBLE ACTION
a. Discussion/possible action regarding building of a disc golf course.
The Rienstra family was contacted regarding the usage of Rienstra Park for a disc golf
course and they agreed that it would be a good option. Angela Fanette stated that
the cost has been considered and seems to be within reason. More research will be
needed on appearance, setup, budget, problems and installation as well as finding
assistance. Angela asked the PAB for approval to begin research to being a plan of
action, including visiting other areas that have these setups. Jason Butler made a
motion to research and present for purpose of beginning a budget and Paul Hussey
seconded the motion. All voted aye. Motion carried.
b. Discussion regarding current and proposed park repairs and improvements .
Angela Fanette listed the current and proposed park repairs and improvements: 5th
Street playground project will include adding a climbing feature; new swings,
including a toddler swing and ADA swing; mulch; and fall zone. She is finalizing
purchases for approval, but notes that current shipping is backed up approximately
20 weeks. Questions concerning slab and location are being looked at for a
basketball half court at Cropo LeBlanc Park. The sink that was broken at Doornbos
Park, due to vandalism, was repaired at no charge by Spindletop Plumbing. Lights on
the welcome sign had gone missing and were replaced. Angela stated that she also
wants to look into housing the wires in conduit in the future. Angela also stated that
some lighting at the Recreation Center had been worked on and we hope to
eventually move to LED lights in the gym. We have received new picnic tables for the
pool and are in the process of putting those together. There was a recent power
surge at the pool. The surge protectors were damaged in the process and new surge
protectors have been ordered. Paul Hussey and Jason Butler asked if we had
guidance on issues regarding the chemical side of the pool. Angela gave an
explanation on some of the workings of the pumps and acid lines and responded that
she does have contacts to assist with pool issues, including trainings that those
working with the pool must complete. Mikaela Clark reached out to the Beaumont
skate park about liability. More information is still needed about insurance and other
aspects, and Angela will research this. Jason Butler asked if we could add picnic
tables to Tex Ritter Park due to high visitor traffic. Angela stated that once the Tex
Ritter lighting project is reviewed and researched then that is something that could
possibly be looked into. Jason Butler also asked about updates on Babe Ruth
baseball park. Public Works is in the process of doing concrete work with contractors
for the parking area and should be complete in mid-February. An Eagle Scout project
is also planned there to improve the appearance and add additional features. We
will not interfere with the baseball league’s features like scoreboards, etc.
c. Discussion regarding upcoming park programming.
Veteran’s Banner program applications are due by 2/25. 50 spaces are available,
with preference given to those who were not included in the last banner program.
HOFNOD will be held on 2/26, hosted by the Rotary Club. Texas Parks and Wildlife
will stock the pond with 400-700 rainbow trout beforehand. We will ask the public to
wait on fishing the stocked pond until after the event is held. Trash Bash will be held
on 3/5. Master Gardeners of Jefferson County planted tulips on Boston Ave on 1/26
and will be recognized at the city hall meeting. A request has been made to once
again host Goat Yoga in the park in the fall, with proceeds to benefit Girls Haven. RFP
have been made for summer pool programming, including maintenance and
operations. Issues with staffing and lifeguard certification has prompted this. Bulk
maintenance would remain with the Parks Dept and preference given to any previous
staff for employment. Our current staffing does not meet the demand at the present
time. Angela is currently contacting other cities to see how they handle similar
situations. Betty Davis-Pruitt asked if the Parks Department does lifeguard
certifications. They are not done in house.
4. COMMUNICATION
a. Miscellaneous:
Paul Hussey asked about Pickleball. Neither Jason Butler and Betty Davis-Pruitt had
heard of this. Angela Fanette stated that it’s a game played on either tennis or
racquetball courts, and that in her discussion about resurfacing tennis courts, the idea
was already introduced to paint additional lines for the purpose of Pickleball.
Motion was made by Jason Butler to adjourn the meeting, and seconded by Betty Davis-Pruitt. All
voted aye and meeting was adjourned.
