April 18, 2022 REGULAR MEETING OF THE CITY COUNCIL OF THE
CITY OF NEDERLAND
4:30 p.m. April 18, 2022
1. MEETING
The meeting was called to order at 4:30 p.m. by Mayor Albanese at the Nederland City
Office Building, 207 N. 12th Street, Nederland, Texas. See attached for quorum.
The following statement was posted:
"PURSUANT TO SECTION 30.07, PENAL CODE (TRESPASS BY LICENSE HOLDER
WITH AN OPENLY CARRIED HANDGUN), A PERSON LICENSED UNDER
SUBCHAPTER H, CHAPTER 411, GOVERNMENT CODE (HANDGUN LICENSING
LAW), MAY NOT ENTER THIS PROPERTY WITH A HANDGUN THAT IS CARRIED
OPENLY."
2. INVOCATION AND PLEDGE OF ALLEGIANCE
The invocation and Pledge of Allegiance were led by Gay Ferguson, City Clerk. -
3. CONSENT AGENDA - All consent agenda items listed are considered to be routine by
the City Council and will be enacted by one motion. There will be no separate
discussion of these items unless a councilmember so requests, in which event the item
will be removed from the Consent Agenda and considered separately.
A motion was made by Councilmember Sonnier and seconded by Councilmember Root
to approve the Consent Agenda Items a-d as presented. MOTION CARRIED.
Ayes: Mayor Albanese, Councilmembers Austin, Neal, Sonnier, and Root.
Noes: None.

c. Tax Assessor Collection Report - March 2022
d. Consider action regarding a request from the Nederland Independent School
District for Langham Elementary to utilize Doornbos Park for a school picnic.
4. REGULAR AGENDA
a. A motion was made by Councilmember Neal and seconded by Councilmember
Sonnier to approve a proclamation recognizing Louis McIntire. MOTION
CARRIED.
Ayes: Mayor Albanese, Councilmembers Austin, Neal, Sonnier, and Root.
Noes: None.

5. EXECUTIVE SESSION
The regular meeting was recessed at 4:35 p.m. by Mayor Albanese for the purpose of
conducting an Executive Session as authorized by Texas Government Code, Chapter
551.071 - Consultation with City Attorney.
6. RECONVENE
The regular meeting was reconvened at 4:50 p.m. by Mayor Albanese.
b. A motion was made by Councilmember Sonnier and seconded by Mayor Pro Tem
Austin to postpone the public hearing regarding a Specific Use Permit request for
amusement gaming machines at 1113 North Twin City Highway, described as TR
3-A Re-plat Lots 3-6, BIk 2 of Carter Addition, as recommended by the City
Attorney. MOTION CARRIED.
Ayes: Mayor Albanese, Councilmembers Austin, Neal, Sonnier, and Root.
Noes: None.
c. A motion was made by Mayor Pro Tern Austin and seconded by Councilmember
Root to approve an Interlocal Agreement for the South East Texas Regional Radio
System. MOTION CARRIED.
Ayes: Mayor Albanese, Councilmembers Austin, Neal, Sonnier, and Root.
Noes: None.
d. A motion was made by Councilmember Sonnier and seconded by Councilmember
Root to approve Ordinance No. 2022-13, setting the calendar for regular City
Council meetings - May 2022 to April 2023. MOTION CARRIED.
Ayes: Mayor Albanese, Councilmember Austin, Neal, Sonnier, and Root.
Noes: None.
5. COMMUNICATION
City Manager's Report:
a. Miscellaneous:
• Chris thanked First Baptist Church Nederland for the Easter
Fest which was held April 16th.
• May 3rd — Mother of the Year will be hosted by the Chamber of
Commerce.
• May 5th - National Day of Prayer will be held at City Hall at 7:30
a.m.
• NISD Election early voting will begin April 25th at City Hall.
• NISD Election Day will be May 7th
6. ADJOURN
There being no further business a motion was made by Mayor Albanese and seconded
by Councilmember Neal to adjourn the meeting at 4:59 p.m. MOTION CARRIED.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF NEDERLAND, TEXAS THAT:
Section 1. The following dates will be and are hereby regular
