MEETING The meeting was held March 9, 2022 in the City of Nederland Recreation Center at 2301 Avenue H, Nederland, Texas and was called to order by Paul Hussey. MEMBERS PRESENT: Brandin Shaw, Betty Davis-Pruitt, Paul Hussey, (Alex entered the meeting at 12:20pm.) MEMBERS ABSENT: Jason Butler CITY STAFF PRESENT: Angela Fanette, Parks and Recreation Director; Mikaela Clark, Recreation/Aquatics Assistant; Diana Meredith, Departmental Clerk 2. APPROVE THE MINUTES OF THE PREVIOUS MEETING Brandin Shaw made a motion to approve the previous meeting’s minutes. Betty Davis- Pruitt seconded the motion. All voted aye. Motion carried. 3. DISCUSSION/POSSIBLE ACTION a. Discussion regarding current and proposed park repairs and improvements. Angela Fanette provided an update on park repairs and improvements including concrete work at Bob Harmon Park. The next concrete project will be the Doornbos Park parking area. The pool deck project and fencing around the slide base will be done after pool season concludes. The City engineer will review the specifications for concrete for the half court basketball court for Croppo Leblanc Park. Currently staff is researching options for tennis court resurfacing and appropriate preparations for the work to be done. Tennis court light poles will not have to be moved; staff will begin working on quotes for repairs. 5th Street park improvements have been approved to include a new climber and swings with an 18-22 week lead time. Additional playground equipment was proposed for the sand volleyball area at Doornbos, but there is currently a concrete edging that needs to be removed. Staff is currently working on lighting design for Tex Ritter Park with landscaping to follow. Disc golf information is still being researched for Rienstra Park. Brandin Shaw asked if this was acceptable to the Reinstra family and Angela Fanette confirmed the City Manager had spoken with the family received approval. Alex Rupp arrived at 12:20pm. The department is researching skate parks and locations. Additional upcoming possible improvements may include painting the windmill, equipment for the Rec center game room, LED lights for the gym, drainage around the Rec center, mulch for playgrounds, and new Rec software. Louis McIntire is making improvements at the Bob Harmon Baseball Park, including painting; cleaning; and refurbishing the Shane Isom wall, in addition to other repairs and improvements, for his Eagle Scout project which will benefit the City of Nederland, Babe Ruth baseball and Adaptive Sports for Kids. Alex Rupp stated that HOFNOD had a good turnout. No action was needed. b. Discussion regarding upcoming park programming. Angela Fanette stated the Veteran’s Banner program has available spaces, with preference given to those who were not included in the last banner program. A Spring/Summer basketball league and tournament, July 4th fireworks show, and Easter Fest will be considered by City Council at the next meeting. Betty Davis-Pruitt asked what would be included for fireworks sponsors and Angela Fanette stated that this would be determined after approval. The Recreation center will have a short closure for a deep clean of flooring and carpets. City staff is scheduling interview as part of the RFP process for the operation and maintenance of the swimming pool. Betty Davis-Pruitt and Brandin Shaw asked how Nederland could start a Mural Fest or to have murals done around town. Angela Fanette stated a program could be possible and a project including murals on buildings in town would involve equipment, materials, long-term maintenance outside of the department, and if parties are interested they could be referred to the City Manager’s office. Alex Rupp mentioned the large lettering some cities and churches have, and former Art in the Park events were also discussed. Betty Davis-Pruitt asked about how the budgeting for the Parks dept worked, and Angela Fanette gave a brief description of the department and the city budget process. Alex Rupp also commented how the county’s budget is similar. No action was needed. 4. COMMUNICATION a. Miscellaneous: Paul Hussey asked if there was any additional new or old business and there was not. There were no additional communications.
