NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
January 23, 2023, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas,
for the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
This meeting will be OPEN to in-person attendance by the public; however due to the spacing
restrictions in the City Council Chamber, masks are encouraged. The City will continue to provide
citizens an alternative method to attend and participate in City Council meetings. Members of the
public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting
by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling
the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.
a. Minutes – January 9, 2023 regular meeting
b. December 2022 Departmental Reports
c. Tax Assessor Collection Report – December 2022
d. Consider action authorizing the Jefferson County Mosquito Control District to fly at low
altitudes as required for the application of pesticides for the control of mosquitoes within
the City limits of Nederland.
e. Consider action regarding a request from First Baptist Church to utilize Doornbos Park
for their annual Easter Fest.
4. REGULAR AGENDA
a. Consider action approving a Proclamation recognizing D.E. Sosa.
b. Consider action approving Resolution No. 2023-01, ratifying the action of the Nederland
Economic Development Corporation’s Board of Directors in regard to the purchase of
1132 Atlanta Avenue.
c. Consider action approving Resolution No. 2023-02, approving the Jefferson County
Hazard Mitigation Plan Update.
d. Consider action regarding the Request for Qualifications for grant administration and
management services associated with CDBG Disaster Recovery Funding, Hurricane
Harvey DR-4332.

e. Consider action approving Ordinance No. 2023-01, amending the fiscal year 2022-2023
budget.
f. Consider action re-authorizing the City of Nederland Spay and Neuter Program.
g. Consider action approving Change Order No. 2 – 2021-22 Flexible Pavement
Rehabilitation project.
h. Consider action approving final payment and release of retainage for the 2021-2022
Flexible Pavement Rehabilitation project.
i. Consider action engaging Pacheco Koch to complete a drainage study of the North 36th
Street and North 37th Street area between Nederland Avenue and Helena Avenue.
j. Consider action regarding the bid for the Doornbos Park Pond project.
k. 2023 Election:
i. Consider action approving Resolution No. 2023-03, calling for an election to be held
on May 6, 2023 for the purpose of electing two (2) Councilmembers – one from
Ward I and one from Ward III and appointing a Clerk for Early Voting.
ii. Consider action approving Ordinance No. 2023-02, calling for a special election to
be held on May 6, 2023 for the purpose of the re-authorization of the street sales tax.
iii. Consider action approving an Interlocal Agreement between the City of Nederland
and the Nederland Independent School District in regards to the May 2023 election.
5. EXECUTIVE SESSION (No Public Discussion on These Items)
The City Council will announce that it will go into Executive Session, pursuant to Chapter 551
of the Texas Government Code, to discuss matters as specifically listed on the agenda, or as
authorized by law.
