NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
March 27, 2023, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas,
for the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
Members of the public can participate remotely via Zoom Teleconferencing. Citizens may join
the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s
website or calling the Zoom Call in Number and entering the Meeting ID# on the City of
Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.

b. February 2023 Departmental Reports
c. Tax Assessor Collection Report – February 2023
d. Consider action regarding a request from Nederland Independent School District for
Hillcrest Elementary School to utilize Doornbos Park for a school field trip.
e. Consider action regarding a request from Nederland Independent School District to utilize
the Nederland Swimming Pool, Recreation Center, and Doornbos Park for end of the
school year parties.
4. REGULAR AGENDA
a. Consider action approving a Proclamation recognizing Jenna Dean.
b. Recognition of the Jefferson County Master Gardeners Club for their volunteer gardening
work on Boston Avenue.
c. Receive comments from Marvin Cash regarding VFW Post 4820’s efforts in Mid-County.
d. Conduct a Public Hearing for the purpose of receiving comments regarding the proposed
Doornbos Park Pond project.
e. Consider action regarding the Request for Proposals for the Operation of the Nederland
Swimming Pool.
f. Consider action approving Ordinance No. 2023-07, establishing the hours of operation,
procedures, facility rental fees, pool rental/passes, and league fees for the Nederland
Recreation Center and Nederland Swimming Pool.

g. Consider action approving Ordinance No. 2023-08, suspending the rates proposed by
CenterPoint Energy Resources Corp. d/b/a CenterPoint Energy Entex and CenterPoint
Energy Texas Gas Company’s Gas Reliability Infrastructure Program filing made on
March 2, 2023.
h. Consider action approving Ordinance No. 2023-09, suspending the rates proposed by
Texas Gas Service Company’s Gas Reliability Infrastructure Program filing made on
February 9, 2023.
i. Discussion and possible action approving the Five-Year Capital Improvement Program
2022-2027.
j. Consider action approving Resolution No. 2023-08, authorizing the City of Nederland’s
participation in the Texas Attorney General’s Opioid Settlement.
k. Consider action approving Resolution No. 2023-09, authorizing the City Manager to
execute closing and title documents for the sale of 800 acres of land, more or less, to the
Nederland Economic Development Corporation.
l. Consider action approving a Purchase and Sale Agreement between the City of Nederland
and the Nederland Economic Development Corporation in regard to the sale of 800 acres
of land, more or less, for future economic development.
m. Consider action approving Ordinance No. 2023-10, authorizing the transfer of real
property (approximately 800 acres of land) to the Nederland Economic Development
Corporation.
n. Consider action approving a Letter Agreement between Energy Transfer Nederland
Terminal, LLC and the City of Nederland, Texas regarding the relocation of the City of
Nederland Police Department shooting range.
5. EXECUTIVE SESSION (No Public Discussion on These Items)
The City Council will announce that it will go into Executive Session, pursuant to Chapter 551
of the Texas Government Code, to discuss matters as specifically listed on the agenda, or as
authorized by law.
