1. MEETING
The meeting was held March 15, 2023 in the City of Nederland Recreation Center at
2301 Avenue H, Nederland, Texas and was called to order by Paul Hussey.
MEMBERS PRESENT: Paul Hussey, Alex Rupp, Brandin Shaw
MEMBERS ABSENT: Jason Butler
CITY STAFF PRESENT: Angela Fanette, Parks and Recreation Director; Mikaela Clark,
Recreation/Aquatics Assistant
2. APPROVE THE MINUTES OF THE PREVIOUS MEETING
Alex Rupp made a motion to approve the previous meeting’s minutes. Brandin Shaw
seconded the motion. All voted aye. Motion carried.
3. DISCUSSION/POSSIBLE ACTION
a. Discussion regarding a proposed pond project.
Angela Fanette stated that there will be a public hearing on March 27,2023 to solicit information
from the public regarding a proposed pond project at Doornbos Park. A previous bid was rejected
due to being over budget at a cost of over 1.2 million. Paul Hussey stated to research with the
engineer to avoid unexpected charges. A redesign to decrease linear footage is suggested. Alex
Rupp asked if the plans were sent to Drainage District 7 and if soils removed could be used at other
parks. No action was needed.
b. Discussion regarding a proposed inclusive play area.
Angela Fanette stated that the inclusive playground went to council on March 13, 2023. City Council
approved the purchase at the meeting; it will be purchased via state approved contract. The
playground equipment will take 14 weeks to arrive once ordered. We hope to have this project
completed by October. Paul noted 2 projects could be going on at the same time. Angela Fanette
stated this would be identified with both vendors if necessary and hopes to have the playground
substantially complete if possible. No action was needed.
c. Discussion/possible action regarding proposed changes to parks ordinances.
Angela Fanette stated that it is necessary to update pool pricing and implement an ID system for
the Recreation Center. Alex Rupp suggested to remove the middle fee to enter the pool. Included in
ordinance-- minor IDs, replacement card fees, special event vendor fees, non-profit organizations
utilizing the Recreation Center, sound devices, removing deposits from room rentals, leagues and
fees, outdoor usage, Nederland Swimming Pool pricing, schedule, and rules. Alex Rupp made a
motion to recommend the updated ordinance. Brandin Shaw seconded the motion. All voted aye.
Motion carried.
d. Discussion regarding upcoming park programming.
Angela Fanette stated that one firm submitted RFP for the operations of the Nederland Swimming
Pool and staff hopes to bring an item to council for consideration on March 27, 2023. July 4th
Firework show planning is complete; the department needs sponsors for the event. We are
collecting applications for the Veteran Banner Program and have 50 available spaces. Walk in the
Park program will begin on Monday, March 20, 2023. The Parks Department is starting a campaign
to educate the community regarding artificial feeding of ducks. Trash Bash is being held over March
and April allowing different teams and groups to select a date and time that works best for them.
No action was needed.
4. COMMUNICATION
a. Miscellaneous:
Paul Hussey also stated that we lost Betty Davis-Pruitt from the board and that we need a new
board member. Angela Fanette stated that applications are submitted to the city clerk for council to
review. Appointments are by city council and applications are open at this time. Angela Fanette
stated that the gym A/C unit was installed in the gym. The disc golf course equipment is expected to
arrive in late April to beginning of May. The spinner at Doornbos and play panel at 5th Street Park is
expected to be installed on May 25, 2023. Veteran banners are currently being accepted until
March 20, 2023.
A motion was made by Alex Rupp to adjourn the meeting, and seconded by Brandin Shaw. All
voted aye and meeting was adjourned at 1:10 pm.
