NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
December 18, 2023, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland,
Texas, for the purpose of considering the following agenda items. The City Council reserves the
right to retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
Members of the public can participate remotely via Zoom Teleconferencing. Citizens may join
the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s
website or calling the Zoom Call in Number and entering the Meeting ID# on the City of
Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.
a. Minutes – December 4, 2023 regular meeting
b. November 2023 Departmental Reports
c. Tax Assessor Collection Report – November 2023
d. Consider action authorizing the closure of various City streets for the Nederland Heritage
Festival activities.
4. REGULAR AGENDA
a. Recognition of retiree: Code Enforcement Officer Carolyn Sias.
b. Consider action approving Resolution No. 2023-25, rescinding Resolution No. 2023-23
(incentive for PHO-09).
c. Consider action authorizing a Request for Proposals for the Operation of the Nederland
Swimming Pool – 2024 Pool Season.
d. Consider action declaring surplus the electronic sign at the corner of 15th Street and Boston
Avenue.
e. Discussion and possible action regarding the City of Nederland’s Coronavirus Local
Fiscal Recovery Fund allocation.
f. Consider action approving an Amendment to Ordinance 107, authorizing the installation
of a four-way traffic stop at the intersection of Avenue L and South 14th Street.
g. Consider action approving Ordinance No. 2023-23, reducing the speed limit on Highway
69 within the City limits from 75 miles per hour to 70 miles per hour.
h. Discussion regarding the use of 1308 Boston Avenue.
i. Consider action approving an Agreement with Air Liquide America Corporation.

j. Discussion and possible action regarding the recommendation(s) from the Food Truck
Committee.
k. Consider action setting a Joint Public Hearing on Monday, January 8, 2024 for the purpose
of receiving comments regarding the recommendation(s) from the Food Truck
Committee.
5. EXECUTIVE SESSION (No Public Discussion on These Items)
The City Council will announce that it will go into Executive Session, pursuant to Chapter 551
of the Texas Government Code, to discuss matters as specifically listed on the agenda, or as
authorized by law.
