TO
HEALTH AND WELFARE BENEFITS RFP #24-01

The following items take precedence over the initial bid specifications, where supplemented here. The
original requirements, not affected by this addendum, shall remain in effect.
PLEASE RETURN 1 SIGNED COPY OF THIS ADDENDUM WITH YOUR PROPOSAL
Q1. Member level census to include the following for both member and dependents:
o First and last names
o DOB
o Gender
o Home zip code
o Tier and plan elections
5 year carrier history
Were there any plan changes at prior year?
A1. Please find census attached. Carrier history is included in the RFP. The only change was to the Medical
HDHP HSA Plan’s individual deductible to match IRS regulations.
Q2. Do they plan to bundle the medical and dental as they have now?
A2. The City would prefer to bundle, however, stand-alone dental quotes will be evaluated.
Q3. Do you anticipate the group may select ancillary coverage that is not bundled with medical coverage?
If so, under what scenario(s) would this occur?
A3. The City would not bundle ancillary coverage if premiums were not competitive.
Q4. I wanted to request additional data on the dental. We need the # of lives included by month on the
experience exhibits and broken out by high/low please.
A4. Please see attached.
Q5. Looking further into the census, there are a few ee’s that show up as Plan 4. What is Plan 4 (IS it
COBRA as shown on the 4th row) and do they need to be moved into one of the other 3 plans? (Standard
PPO, HSA or HMO).
A5. Please disregard. There is no Plan 4 offered, and the retirees attached to these plans on the census are
no longer eligible for Medical coverage.
Q6. Do they have Vision benefit summaries & census with their elections or should I quote a virgin
voluntary Net of commissions as the RFP states for the other lines?
A6. This RFP is for Medical and Dental coverages only.
Q7. Can you send Renewal Rates. The loss ration is at 108% so we would like to see if they are getting an
increase
A7. Renewal rates will be delivered as a response to the RFP.
Q8. Can you please send claims with subscribers and members?
A8. Please see attached.
Q9. We also need to confirm whether or not retirees are included in that experience and if they are, to have
that broken out by lives as well.
A9. Please see attached.
Q10. Are there claims beyond 3/2023? Are we able to get up to date claims?
A10. This has been provided. Please see attached.
Q11. Can we get a large claimants report?
A11. This has been provided. Please see attached.
Q12. Can we submit our proposal electronically via email?
A12. No, please submit physical proposals to the City via the directions in the RFP document.
Q13. Can you confirm producer? Is it Brent Weegar?
A13. Confirmed.
Q14. We show only one waiver on ee coverage, is that correct?
A14. Correct, there is only one waiver on EE coverage in the census.
Q15. Do you know what Ben Admin platform the group is on?
