07-13-2026 Agenda NOTICE OF THE REGULAR MEETING OF THE CITY OF NEDERLAND CITY COUNCIL JULY 13, 2026 5:30 PM NOTICE is hereby given of a regular meeting of the Nederland City Council to be held July 13, 2026, 5:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas, for the purpose of considering the following agenda items. The City Council reserves the right to retire into Executive Session concerning any of the agenda items whenever it is considered necessary and legally justified pursuant to Texas Government Code, Chapter 551. Members of the public can view remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website. The City of Nederland's Council meeting will be live on the city's Facebook page (https://www.facebook.com/CityofNederlandTX) and the city's YouTube Channel (https://www.youtube.com/@CityofNederlandTX). CALL THE MEETING TO ORDER 1. Pledge of Allegiance to the U.S. Flag and to the Texas Flag. 2. Invocation. CITIZEN COMMENTS PUBLIC COMMENT ON AGENDA ITEMS. Citizens may provide comments regarding the items listed on the Consent or Regular Agenda. Citizens will address the City Council from the podium after providing their name and address. Comments shall not exceed three minutes. At this time, members of the audience may comment on any city-related subject not on the agenda. Anyone wishing to speak shall sign in before the meeting with their name and address. Comments are limited to three minutes unless otherwise allowed by City Council. AGENDA July 13, 2026 Page 2 The Texas Open Meetings Act prohibits the Council from discussing items not listed on the agenda. A member of the audience that desires to speak during City Council’s consideration of any specific agenda items is requested to notify City staff prior to the start of the meeting. CONSENT AGENDA ITEMS All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests, in which event the item will be removed from the Consent agenda and considered separately. 1. Consideration and possible action to approve the minutes of the June 22, 2026 regular meeting. REGULAR AGENDA UNFINISHED BUSINESS 1. Discussion and possible action on Ordinance 2008-08 Personnel Policy with an amendment Ordinance No. 2026-09, an ordinance of the city council of the city of Nederland, Texas, amending the City of Nederland Personnel Policy, Personal Conduct, Section 2.04, Timeliness and Attendance, by deleting the existing language in Section 2.04.06 Emergency Closings in its entirety and by adding in its place new language providing attendance requirements, pay or benefits for designated full-time employees during an emergency closure; and providing for repeal and an effective date. 2. Discussion and possible action on Ordinance No. 2010-04 Appendix A Zoning with an amendment Ordinance No. 2026-10, carrying into effect provisions of local government code Section 211.003, “Zoning Regulations Generally”, by amending the ‘City of Nederland Code of Ordinances, Table 12.2 Schedule of Residential Height and Area Regulations, by increasing the minimum lot width and lot area requirements for R-2 duplex zoning, and by amending Section 30, “Definitions” to add and define “cargo/storage/shipping containers”, and by amending Section 11.2, Regulations Applicable to all Zoning Districts, to add and regulate cargo/storage/shipping containers; and providing for severability, repeal, and effective date. NEW BUSINESS 3. Discussion and possible action approving a collective bargaining agreement with the Nederland Fire Department Association. AGENDA July 13, 2026 Page 3 4. Discussion and possible action on Ordinance 2025-16 Fiscal Year 2025-2026 City Budget with amendment Ordinance No. 2026-11, amending the fiscal year 2025-2026 Fire Department budget special fund for the purchase of equipment. 5. Code compliance report on violations at the following addresses: a. The property at 126 Hilldale has a hole in the roof. b. The property at 154 Hilldale is in a dilapidated condition with no water service. c. The property at 162 Hilldale has several structural issues. 6. Discussion and possible action approving Resolution 2026-11 amending the city’s purchasing policy to ensure compliance with Texas Water Development Board (TWDB) procurement requirements for grant-funded projects, and providing for related matters. 7. Discussion and possible action approving Resolution 2026–12 authorizing the submission of an application to the Texas Water Development Board (TWDB) for water supply and infrastructure funding, authorizing the City Manager or designee to execute all necessary documents, and providing for related matters.
