NOTICE OF THE REGULAR MEETING OF
THE CITY OF NEDERLAND CITY COUNCIL
AUGUST 10, 2026, 5:30 PM
NOTICE is hereby given of a regular meeting of the Nederland City Council to be held August
10, 2026, 5:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas, for the
purpose of considering the following agenda items. The City Council reserves the right to retire
into Executive Session concerning any of the agenda items whenever it is considered necessary
and legally justified pursuant to Texas Government Code, Chapter 551.
Pursuant to Texas Government Code, Sec. 551.127, notice is given that it is the intent of the City
Council that a quorum of the Council will be physically present for the above-referenced meeting
at the Nederland City Hall address stated above. Some Council members or city employees may
participate in this meeting remotely by means of video conference call in compliance with state
law.
Members of the public can view remotely via Zoom Teleconferencing. Citizens may join the
Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s
website or calling the Zoom Call in Number and entering the Meeting ID# on the City of
Nederland’s website.
The City of Nederland's Council meeting will be live on the city's Facebook page
(https://www.facebook.com/CityofNederlandTX) and the city's YouTube Channel
(https://www.youtube.com/@CityofNederlandTX).
CITIZEN COMMENTS AND DISCUSSION ITEMS
ON NON-AGENDA ITEMS: Residents of the City may speak on a non-agenda item pertaining
to city business or issues which City Council would have authority to act upon as an agenda
item. The Texas Open Meetings Act prohibits Council Members from acting upon or discussing
any issue brought forth as a non-agenda comment, except as limited by law.
ON AGENDA ITEMS: Residents of the City may address the City Council on items listed on
the Consent or Regular Agenda and shall restrict their comments to the subject matter listed.
RULES FOR CITIZEN COMMENTS: Residents of the City who desire to address City
Council on non-agenda or agenda items shall: (1) sign-in before the meeting by providing name,
address and designating whether they wish to address a specific agenda item or to comment
regarding a non-agenda issue; (2) when recognized by the Mayor to speak, stand at the podium,
speak into the microphone, and state your name and address before presenting comments; (3)
limit comments to a maximum time limit of three (3) minutes on all non-agenda items and on
any one agenda item, unless reasonably extended by the Mayor; and (4) maintain proper conduct

and decorum in compliance with Policies and Procedures for City Council Meetings and general
law.
CALL THE MEETING TO ORDER
1. Pledge of Allegiance to the U.S. Flag and to the Texas Flag.
2. Invocation.
PRESENTATIONS
1. Proclamation recognizing the United Way Centennial Celebration.
2. Police Chief Rod Carroll to recognize Sergeant Casey Maxwell on completing the Texas
Police Chiefs Association (TMPA) Law Enforcement Command Operations Program
(LECOP) as the 204th graduate of the program.
CITIZEN COMMENTS ON NON-AGENDA ITEMS
1. Citizens may comment on non-agenda items.
CONSENT AGENDA ITEMS
All consent agenda items listed are considered to be routine by the City Council and will be
enacted by one motion. There will be no separate discussion of these items unless a
councilmember so requests, in which event the item will be removed from the Consent
agenda and considered separately.
1. Consideration and possible action to approve the minutes of the July 27, 2026 regular
meeting.
REGULAR AGENDA
NEW BUSINESS
1. Discussion and possible action regarding the homes under construction located at 1314
and 1318 Helena Avenue.
2. Discussion and possible action on recognizing Kendrick Perkins’ National Basketball
Association (NBA) career.

3. Discussion and possible action on the draft letter to residents pertaining to private sewer
line maintenance.
4. Discussion and ratification of purchase of waters meters, a budgeted item, in the amount
of $151,145.50.
5. Discussion and possible action to add a Maintenance Worker position to the Streets
Department. This position is being proposed in the Fiscal Year 2026-2027 Budget, but
the request is to fill it now.
6. Discussion and possible action on Ordinance 2025-16 Fiscal Year 2025-2026 City
Budget with amendment Ordinance No. 2026-13, amending the fiscal year 2025-2026 for
the following items:
a. Police Department budget for a camera and signage for an “Exchange Zone” in
front of the Police Department for child exchange and marketplace sales.
b. Public Works budget for an ice machine, vending machine, and ceiling tiles for
old Public Works building.
c. Streets Department budget for a new full-time Maintenance Worker.
7. Discussion and possible action on Resolution No. 2026-13, Fiscal Year 2026-2027
Budget:
a. Consider action approving Resolution 2026-13, submitting the City of Nederland
Annual Budget for the fiscal year beginning October 1, 2026 and ending
September 30, 2027.
b. Calling for a public hearing to be held on August 24, 2026 at 5:30 p.m. at
Nederland City Hall (207 N 12th Street) for the purpose of discussing the
proposed budget as per Article VII of the City Charter.
8. Discussion and possible action on Resolution 2026-13, proposed tax rate for Fiscal Year
2026-2027:
a. Discussion and possible action on the proposed tax rate for the fiscal year
beginning October 1, 2026 and ending September 30, 2027.
b. Consider action regarding adoption of the proposed tax rate and establishing a
date and time for approval.

c. Calling for a public hearing regarding the proposed tax rate to be held on August
24, 2026 at 5:30 p.m. at Nederland City Hall (207 North 12th Street) for the
purpose of discussing the proposed tax rate as per Article VII of the City Charter.
