1. MEETING
The meeting was held October 10, 2017 at the City of Nederland Recreation Center at
2301 Avenue H, Nederland, Texas and was called to order by Stephanie Gallagher
MEMBERS PRESENT: Brian Gentile, Alex Rupp, Stephanie Gallagher, Sylvia Root
MEMBERS ABSENT: Marty Byrd
CITY STAFF PRESENT : Angela Fanette, Parks and Recreation Director, Stacy Jacobson,
Recreation/Aquatics Assistant
2. APPROVE THE MINUTES OF THE PREVIOUS ME ETING
Brian Gentile ma de a motion to approve the previous meeting’s minutes . Stephanie
Gallagher seconded the motion. All voted aye, and the motion carried.
3. DISCUSSION/POSSIBLE ACTION
a. Discussion regarding possible parks ordinance changes.
The board discussed at length possible changes to the ordinance for the 2018
calendar year. Possible changes were creating deposits for pool parties or
increasing the price for pool parties, requiring pool party cancellations to be two
weeks before the event, increasing the Recreation Center rental fees, setting a
minimum number of hours for Recreation Center rentals, not allowing outside
contracts for rentals of the facility or parties in the park, dropping the deposit for
covered areas in the park, no open flames in the park, and posting signage for
parking. At this time these items are discussion only. Staff will propose changes in
writing at the next meeting. No action was needed.
b. Discussion regarding upcoming parks programming.
Angela Fanette stated that Monsters in the Park will take place October 27 th
from 5:00 PM – 9:00 PM at Doornbos Park. Activities will include a pumpkin
relay, life-size maze, pumpkin painting, face painting, petting zoo, costume
contests for family/groups, kids and pets, and a movie, Secret Life of Pets,
sponsored by MCT Credit Union. We have the Nederland Youth Football
Association participating as a food vendor, and we hope to have the Lions Club
and Project Celebration join as well. Neighbors Emergency C enter has notified
the department that they are unable to sponsor the petting zoo due to budget
constraints due to the storm.
Veterans Day Celebration will be on November 10th at Veterans Park starting at
10:00 AM. Southeast Texas Veterans Group will be in attendance. The Helena
Singers and High School Choir will give performances. Refreshments will be
served inside City Hall after the event.
The last event of the year is Christmas on the Avenue on December 2 nd from 1:00
PM – 8:00 PM, and located on Boston Avenue. Entertainment will include snow
in the park, a toboggan tunnel, ice skating, and a petting zoo. We are in need of
food vendors, and Angela Fanette stated she would like to look into having a
non-profit organizations participate in a chili or gumbo cook-off, if possible. No
action was needed.
c. Discussion regarding current and proposed park repairs and improvements.
Angela Fanette stated that the pool building will be re-roofed this budget year,
and the roof overhang project at the pool is being fini shed up this budget year as
well. The Heritage Festival has donated just under $6,000 for new kid force
spinner and mulch for the playgrounds. No action was needed.
d. Discussion/possible action regarding a request from Jimmy Harrison for Little
Dribblers usage of the Nederland Recreation Center gym.
Jimmy Harrison requested usage of the Nederland Recreation Center gym from
November 2017 to February 2018. Hours would be Monday 5:00 PM – 8:00 PM,
Tuesday, Wednesday and Thursday 5:00 PM – 6:00 PM. He would supply
insurance listing the City of Nederland as an additional insured. Stephanie
Gallagher made a motion to approve this request. Alex Rupp seconded the
motion. All voted aye, and the motion carried.
4. COMMUNICATION
a. Miscellaneous. No additional items were discussed.
5. ADJOURN
There being no other business, Brian Gentile made a motion to adjourn the meeting.
Sylvia Root seconded the motion. All voted aye , and the motion carried. The meeting
concluded at 1:10 PM.
