agen 04-12-21NEDERLAND CITY COUNCIL AGENDA NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday, April 12, 2021, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas, for the purpose of considering the following agenda items. The City Council reserves the right to retire into Executive Session concerning any of the agenda items whenever it is considered necessary and legally justified pursuant to Texas Government Code, Chapter 551. This meeting will be OPEN to in-person attendance by the public; however due to the spacing restrictions in the City Council Chamber, all attendees MUST WEAR A MASK in accordance with the City Council’s order. The City will continue to provide citizens an alternative method to attend and participate in City Council meetings. Members of the public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website. 1. There will be no separate discussion of these items unless a councilmember so requests, in which event the item will be removed from the Consent agenda and considered separately. a. Minutes – March 22, 2021 regular meeting 4. REGULAR AGENDA a. Consider action approving a Proclamation in regard to “National Fair Housing Month.” b. Consider action amending Ordinance 164, setting the calendar for regular City Council meetings – May 2021 to April 2022 c. Consider action approving Resolution No. 2021-14, ratifying a Declaration of Disaster of Local State of Disaster in response to concerns related to the Coronavirus Disease 2019 (COVID-19) and consenting to continuation of the disaster declaration for a period of more than thirty days. d. Consider action approving Resolution No. 2021-15, ratifying a Declaration of Disaster of Local State of Disaster in response to Hurricane Delta and consenting to continuation of the disaster declaration for a period of more than seven days. e. Consider action approving Resolution No. 2021-16, ratifying a Declaration of Disaster of Local State of Disaster in response to the February 2021 Winter Storms and consenting to continuation of the disaster declaration for a period of more than seven days. f. Consider action approving Resolution No. 2021-17, ratifying the action of the Nederland Economic Development Corporation Board of Directors related to the remodeling of the structure at 1215/1217 Boston Avenue. Consider action approving Resolution No. 2021-18, ratifying the action of the Nederland Economic Development Corporation Board of Directors related to the roof repairs of the structure at 1215/1217 Boston Avenue. h. Discussion and possible action regarding a request from Jefferson County Water Control Improvement District 10 to have an emergency water interconnection. i. Consider action awarding bid – Water Inventory Items. j. Consider action approving Change Order No. 1 – Canal Avenue Elevated Water Storage Tank and Avenue G Elevated Water Storage Tank Rehabilitation project. k. Consider action approving an Interlocal Agreement with the Lower Neches Valley Authority—widening of the 18th Street bridge. l. Consider action approving Ordinance No. 2021-05, calling for a special election to be held on July 24, 2021 for the purpose of electing a Councilmember – Ward III to fill the vacant position and appointing a Clerk for Early Voting. 5.
