AGENDA
NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
May 24, 2021, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas, for
the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
This meeting will be OPEN to in-person attendance by the public; however due to the spacing
restrictions in the City Council Chamber, all attendees MUST WEAR A MASK in accordance
with the City Council’s order. The City will continue to provide citizens an alternative method to
attend and participate in City Council meetings. Members of the public can participate remotely
via Zoom Teleconferencing. Citizens may join the Zoom Meeting by clicking on the Virtual
Council Meeting https link on the City of Nederland’s website or calling the Zoom Call in Number
and entering the Meeting ID# on the City of Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.

c. Tax Assessor Collection Report – April 2021
d. Consider action regarding a request from Keith Barrow to utilize Doornbos Park for a
soccer camp.
e. Consider action regarding a request from Adaptive Sports for Kids to utilize Doornbos
Park for a fishing derby.
4. REGULAR AGENDA
a. Consider action approving a Proclamation in regard to “Mother of the Year – Jenny
Holyfield.”
b. Consider action approving a Proclamation in regard to “Port Arthur Health Department
Day.”
c. Receive the quarterly Hotel Occupancy Tax Fund financial report from the Nederland
Chamber of Commerce.
d. Consider action approving Resolution No. 2021-22, ratifying the action of the Nederland
Economic Development Corporation Board of Directors related to the incentive offered
to Imprint Studios.

e. Consider action approving Resolution No. 2021-23, ratifying the action of the Nederland
Economic Development Corporation Board of Directors related to the purchase of the
former Bank of America parking lot/drive-thru (legal description: N ½ Blk 16 and All of
1 & 6 20’ alley).
f. Consider action approving Ordinance No. 2021-10, approving a settlement agreement
regarding the statement of intent of Texas Gas Service Company, a division of ONE Gas
Inc., filed on February 11, 2021.
g. Discussion and possible action regarding the City’s response to the COVID-19 pandemic
– City buildings, facilities, and services.
h. Consider action amending the City of Nederland’s Essential Services Policy.
i. Consider action appointing an auditing firm to perform the City’s audit for the fiscal year
2020-2021.
j. Consider action approving a work authorization with LJA Engineering, Inc. for the
Hurricane Harvey CDBG Disaster Recovery program.
k. Consider action approving a work authorization with Pacheco & Koch, Inc. for the 2021
Certificates of Obligation Drainage Studies.
l. Consider action approving a work authorization with Pacheco & Koch, Inc. for the 17th
Street/Avenue N drainage improvement project.
m. Discussion regarding 2021 Streets Program.
n. Consider action approving Ordinance No. 2021-11, establishing hours of operation and
fees for the Nederland Swimming Pool.
o. Consider action approving final payment and release of retainage for the Nederland
Swimming Pool Water Slide project.
