AGENDA
NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
August 30, 2021, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas,
for the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
This meeting will be OPEN to in-person attendance by the public; however due to the spacing
restrictions in the City Council Chamber, masks are encouraged. The City will continue to provide
citizens an alternative method to attend and participate in City Council meetings. Members of the
public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting
by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling
the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.
a. Minutes – August 16, 2021 regular meeting
b. July 2021 Departmental Reports
c. Tax Assessor Collection Report – July 2021
d. Consider action authorizing the closure of Boston Avenue between Twin City Highway
and 14th Street and all intersections on Saturday, October 16th for the NEDC’s Fall Market
Day event.
e. Consider action authorizing the submittal of a grant application to the Wilton and Effie
Mae Hebert Foundation.
4. REGULAR AGENDA
a. Presentation by Adaptive Sports for Kids.
b. Receive the Quarterly Investment Report from the Finance Department.
c. Consider action approving Resolution No. 2021-27, approving the City of Nederland’s
Public Funds Investment Policy.
d. Consider action amending Ordinance 164, setting the calendar for regular City Council
meetings – September 2021.
e. Fiscal Year 2021-2022 Budget:
i. Conduct a Public Hearing for the purpose of receiving comments regarding the
proposed City of Nederland Fiscal Year 2021-2022 budget.

ii. Conduct a Public Hearing for the purpose of receiving comments regarding the
proposed tax rate of $0.517206 per $100 assessed valuation (no-new revenue tax
rate) for the Fiscal Year 2021-2022.
iii. Consider action approving Ordinance No. 2021-13, utility rates and regulations.
f. Consider action engaging the RWL Group for consultant services related to the bid for
windstorm insurance.
g. Consider action approving a COVID-19 Testing and Leave Policy.
h. Consider action approving Resolution No. 2021-28, ratifying the action of the Nederland
Economic Development Corporation Board of Directors related to the purchase of 1131
Atlanta Ave, 1125 Atlanta Ave, 1119 Atlanta Ave, and 147 Twin City Highway.
i. Discussion and possible action regarding comments received from Henry LaBrie
regarding his proposed airport development.
