03-14-2022 Agenda NEDERLAND CITY COUNCIL AGENDA NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday, March 14, 2022, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas, for the purpose of considering the following agenda items. The City Council reserves the right to retire into Executive Session concerning any of the agenda items whenever it is considered necessary and legally justified pursuant to Texas Government Code, Chapter 551. This meeting will be OPEN to in-person attendance by the public; however due to the spacing restrictions in the City Council Chamber, masks are encouraged. The City will continue to provide citizens an alternative method to attend and participate in City Council meetings. Members of the public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website. 1. There will be no separate discussion of these items unless a councilmember so requests, in which event the item will be removed from the Consent agenda and considered separately. a. Minutes – February 28, 2022 regular meeting b. Consider action regarding a request from First Baptist Church to utilize Doornbos Park for their annual Easter Fest. c. Consider action regarding a request from Brian English to utilize the Nederland Recreation Center for spring and summer basketball leagues. 4. REGULAR AGENDA a. Consider action approving a Proclamation in regard to “American Red Cross Month.” b. Recognition of the Jefferson County Master Gardeners Club for their volunteer gardening work on Boston Avenue. c. Conduct a public hearing for the purpose of receiving comments regarding the establishment of Neighborhood Empowerment Zone III. d. Consider action approving Resolution No. 2022-04, designating and creating Neighborhood Empowerment Zone III. e. Consider action approving an Interlocal Agreement between the City of Nederland and Choice Partners, a division of Harris County Department of Education for the performance of governmental functions and services. f. Discussion and possible action regarding the City of Nederland Non-Profit Partnership Grant Program. h. Bids/Purchases: i. Consider action approving an Agreement with Library Interiors of Texas in regard to the moving of the Library’s shelves during the flooring project. ii. Consider action engaging Sky Wonder Pyrotechnics, LLC for the July 4th Fireworks Extravaganza event. iii. Consider action approving an Agreement for consulting services with HUB International related to employee group benefits. iv. Consider action authorizing a Request for Proposals for employee group benefits (health, dental and vision insurances). i.
