04-11-22 Agenda NEDERLAND CITY COUNCIL AGENDA NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday, April 11, 2022, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas, for the purpose of considering the following agenda items. The City Council reserves the right to retire into Executive Session concerning any of the agenda items whenever it is considered necessary and legally justified pursuant to Texas Government Code, Chapter 551. This meeting will be OPEN to in-person attendance by the public; however due to the spacing restrictions in the City Council Chamber, masks are encouraged. The City will continue to provide citizens an alternative method to attend and participate in City Council meetings. Members of the public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website. 1. There will be no separate discussion of these items unless a councilmember so requests, in which event the item will be removed from the Consent agenda and considered separately. a. Minutes – March 28, 2022 regular meeting b. Consider action regarding a request from Nederland Independent School District to utilize the Nederland Swimming Pool, Recreation Center, and Doornbos Park for end of the school year parties. c. Consider action regarding a request from Port Neches Groves Independent School District for Ridgewood Elementary School to utilize Doornbos Park for a school field trip. d. Consider action approving Resolution No. 2022-05, ratifying the action of the Nederland Economic Development Corporation Board of Directors in regard to the demolition of 1131 Atlanta Ave, 1125 Atlanta Ave, 1119 Atlanta Ave, and 147 Twin City Highway. 4. REGULAR AGENDA a. Consider action approving a Proclamation in regard to “National Fair Housing Month.” b. Receive the Quarterly Investment Report from the Finance Department. c. Consider action approving Ordinance No. 2022-11, suspending the rates proposed by CenterPoint Energy Resources Corp. d/b/a CenterPoint Energy Entex and CenterPoint Energy Texas Gas Company’s Gas Reliability Infrastructure Program filing made on March 3, 2022. d. Consider action approving Ordinance No. 2022-12, establishing hours of operation and fees for the Nederland Swimming Pool. e. Discussion and possible action regarding the rehabilitation or condemnation and demolition of the abandoned and/or dilapidated structure at the following address: 1620 Avenue C (Lot 20, C. Doornbos Addition). g. Discussion and possible action regarding the rehabilitation or condemnation and demolition of the abandoned and/or dilapidated structure at the following address: 215 23rd Street (Lot 9, Block 5, Hilltop Addition). h. Consider action approving a contract extension with DRC Emergency Services, LLC for debris removal and emergency response products, equipment and services. i. Consider action approving Change Order No. 1 – 2021 Flexible Pavement Rehabilitation (hot mix overlay) project. j. Consider action approving final payment and release of retainage for the 2021 Flexible Pavement Rehabilitation (hot mix overlay) project. k. Consider action authorizing the purchase of a garbage truck via state-approved contract. l. Discussion and possible action regarding the City of Nederland Non-Profit Partnership Grant Program. 5.
