NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
June 27, 2022, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas, for
the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
This meeting will be OPEN to in-person attendance by the public; however due to the spacing
restrictions in the City Council Chamber, masks are encouraged. The City will continue to provide
citizens an alternative method to attend and participate in City Council meetings. Members of the
public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting
by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling
the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.

4. REGULAR AGENDA
a. Receive comments from Jeff Darby regarding “Handling Employee Whistleblower
Complaints”.
b. Conduct a Public Hearing to receive comments regarding the Lower Neches Valley
Authority’s request to abandon a section of Detroit Avenue and North 1st Street near FM
366 for a LNVA canal improvement project.
c. Presentation by Entergy of grant donation for the 4th of July event.
d. Appointments:
i. Consider action re-appointing Dylan Fairly, Alex Rupp, Scott Watjus, and Mark
Byars to the Planning & Zoning Commission.
ii. Consider action re-appointing Billy Wayne Doornbos to the Civil Service
Commission.
iii. Consider action re-appointing David Knight, Mitch Macon, Mike Spell, and Ricky
Root to the Construction Appeals Board.
e. Consider action authorizing the solicitation of bids for the Hilldale/Hill Terrace and
Nederland Avenue Drainage project funded through the Texas General Land Office.

f. Consider action approving an Amendment to the City of Nederland, Texas Disposal
Services Agreement dated August 1, 2005, and amended August 1, 2010, August 1, 2012,
August 1, 2022 with Republic Services.
g. Consider action declaring surplus and authorizing the donation of equipment from the
Nederland Fire Department to the Angelina River Volunteer Fire Department.
h. Discussion and possible action regarding the re-organization of the Finance Department
in accordance with the City Charter.
i. Consider action approving Ordinance No. 2022-16, amending the fiscal year 2021-2022
budget.
j. Consider action authorizing the purchase of a 30-ton air condensing unit for the Nederland
Recreation Center via state-approved contract.
k. Consider action approving an Interlocal Agreement with the Nederland Independent
School District regarding water line maintenance.
