NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
August 22, 2022, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas,
for the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
This meeting will be OPEN to in-person attendance by the public; however due to the spacing
restrictions in the City Council Chamber, masks are encouraged. The City will continue to provide
citizens an alternative method to attend and participate in City Council meetings. Members of the
public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting
by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling
the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.
a. Minutes – August 8, 2022 regular meeting
b. July 2022 Departmental Reports
c. Tax Assessor Collection Report – July 2022
d. Consider action approving Resolution No. 2022-07, ratifying the action of the Nederland
Economic Development Corporation Board of Directors related to the incentive offered
to Juanita’s Country Kitchen.
4. REGULAR AGENDA
a. Conduct a Public Hearing to receive comments regarding the Lower Neches Valley
Authority’s request to abandon a section of Detroit Avenue and North 1st Street near FM
366 for a LNVA canal improvement project.
b. Discussion and possible action regarding the Lower Neches Valley Authority’s request to
abandon a section of Detroit Avenue and North 1st Street near FM 366 for a LNVA canal
improvement project.
c. City of Nederland Non-Profit Partnership Grant Program:
i. Consider action approving an Agreement for Funding with the Port Neches
Assembly #159 (Rainbow Girls).
ii. Consider action approving an Agreement for Funding with the Nederland B.A.
“Booty” Ritter Senior Center.

d. Consider action authorizing the purchase of a truck for the Streets Department via state-
approved contract.
e. Consider action engaging Sky Wonder Pyrotechnics, LLC for the 2023 July 4th Fireworks
Extravaganza event.
f. Consider action approving the Strategic Plan for the Marion & Ed Hughes Public Library
(October 1, 2022 – September 30, 2026).
g. Consider action approving an amendment to the City of Nederland COVID-19 Testing
and Leave Policy.
h. Fiscal Year 2022-2023:
i. Conduct a Public Hearing for the purpose of receiving comments regarding the
proposed City of Nederland Fiscal Year 2022-2023 Budget.
ii. Conduct a Public Hearing for the purpose of receiving comments regarding the
proposed tax rate of $0.481056 per $100 assessed taxable value for the Fiscal Year
2022-2023.
5. EXECUTIVE SESSION (No Public Discussion on These Items)
The City Council will announce that it will go into Executive Session, pursuant to Chapter 551
of the Texas Government Code, to discuss matters as specifically listed on the agenda, or as
authorized by law.
