NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
September 26, 2022, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland,
Texas, for the purpose of considering the following agenda items. The City Council reserves the
right to retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
This meeting will be OPEN to in-person attendance by the public; however due to the spacing
restrictions in the City Council Chamber, masks are encouraged. The City will continue to provide
citizens an alternative method to attend and participate in City Council meetings. Members of the
public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting
by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling
the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.

4. REGULAR AGENDA
a. Consider action approving a Proclamation regarding “World Teacher’s Day.”
b. Consider action approving a Proclamation regarding “Fire Prevention Week.”
c. Consider action setting a Joint Public Hearing with the Planning & Zoning Commission
in regard to food truck regulations.
d. Receive the quarterly Hotel Occupancy Tax Fund financial report from the Nederland
Chamber of Commerce.
e. Consider action approving Resolution No. 2022-09, ratifying the action of the Nederland
Economic Development Corporation Board of Directors related to the incentive offered
to Tran Plaza.
f. Consider action re-appointing Sylvia Root and Mike Roebuck to the Nederland Economic
Development Corporation Board of Directors.
g. Discussion and possible action regarding the purchase via state-approved contract of a
half-court basketball court for Cropo LeBlanc Park.

h. Consider action engaging the RWL Group for consultant services related to the bid for
windstorm insurance and to provide professional consulting services related to other City
insurance and risk management matters.
i. Consider action authorizing the solicitation of proposals for Windstorm Insurance.
j. Discussion regarding Pacheco Koch’s traffic study of the Helena Avenue and 27th Street
intersection.
k. Consider action approving Ordinance No. 2022-24, amending the fiscal year 2021-2022
budget.
l. Consider action approving Ordinance No. 2022-25, declaring certain utility accounts as
“uncollectable.”
m. Consider action regarding the Request for Proposals for Bank Depository Services.
n. Receive comments from Veterans of Foreign Wars Post 4820.
5. EXECUTIVE SESSION (No Public Discussion on These Items)
The City Council will announce that it will go into Executive Session, pursuant to Chapter 551
of the Texas Government Code, to discuss matters as specifically listed on the agenda, or as
authorized by law.

6. RECONVENE
Reconvene into regular session and discuss and take action, if any, on items discussed in
Executive Session.
7. APPOINTMENT
