NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
October 24, 2022, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas,
for the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
This meeting will be OPEN to in-person attendance by the public; however due to the spacing
restrictions in the City Council Chamber, masks are encouraged. The City will continue to provide
citizens an alternative method to attend and participate in City Council meetings. Members of the
public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting
by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling
the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.

4. REGULAR AGENDA
a. Receive comments from Adaptive Sports for Kids.
b. Consider action approving a Proclamation declaring “Paul Lemoine Day.”
c. City of Nederland Non-Profit Partnership Grant Program
i. Consider action approving an Agreement for Funding with the Nederland Girls
Softball League.
ii. Consider action approving an Agreement for Funding with the Nederland Youth
Football Association.
iii. Consider action approving an Agreement for Funding with the Capland Center for
Communication Disorders, Inc.
d. Conduct a Joint Public Hearing with the Planning & Zoning Commission regarding food
truck regulations.
e. Conduct a Public Hearing regarding a half-court basketball court at Cropo LeBlanc Park.
f. Consider action authorizing the acceptance of the Texas Forest Service HB2604 grant for
the Nederland Fire Department.

g. Consider action approving the purchase of battery-operated extrication tools for the
Nederland Fire Department.
h. Consider action approving Change Order No. 2 – 2021-2022 Concrete Pavement
Improvements project
i. Consider action approving final payment and release of retainage for the “2021-2022
Concrete Pavement Improvements” project.
j. Receive the Quarterly Investment Report from the Finance Department.
k. Consider action approving Resolution No. 2022-10, approving the 2022 tax roll as
certified by the Jefferson County Appraisal District.
l. Consider action approving the 2023 Holiday Observances calendar.
m. Consider action setting a Joint Public Hearing with the Planning & Zoning Commission
for the purpose of receiving comments regarding amending Appendix A – Zoning of the
Nederland Code of Ordinances, amending the zoning and regulations of massage
establishments.
n. Consider action approving Ordinance No. 2022-28, amending Chapter 22. Businesses
Article IV. Massage Establishment.
5. EXECUTIVE SESSION (No Public Discussion on These Items)
The City Council will announce that it will go into Executive Session, pursuant to Chapter 551
of the Texas Government Code, to discuss matters as specifically listed on the agenda, or as
authorized by law.
