NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
March 13, 2023, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas,
for the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
Members of the public can participate remotely via Zoom Teleconferencing. Citizens may join
the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s
website or calling the Zoom Call in Number and entering the Meeting ID# on the City of
Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.
a. Minutes – February 27, 2023 regular meeting and February 21, 2023 special meeting
b. Consider action approving a request from Nederland Independent School District for
Hillcrest Elementary School to utilize Doornbos Park for a school field trip.
4. REGULAR AGENDA
a. Presentation by Adaptive Sports for Kids.
b. Conduct a Joint Public Hearing for the purpose of receiving comments regarding the
request to re-zone property located at 2120 Helena Avenue (the corner of Helena Avenue
and 22nd Street) described as the SW ¼ Lot 1, Block 2 of Cottage Groves from property
zones (C-2) neighborhood retail to R-3 (multi-family medium density) for the construction
of apartments.
c. Consider action amending Ordinance No. 2022-21, utility rates and regulations.
d. Discussion and possible action regarding the City of Nederland’s Coronavirus Local
Fiscal Recovery Fund allocation.
e. Consider action approving Ordinance No. 2023-06, amending the fiscal year 2022-2023
budget.
f. Consider action authorizing the purchase via state-approved contract of playground
equipment for Doornbos Park.
g. Consider action setting a public hearing regarding the proposed Doornbos Park Pond
project.
h. Consider action authorizing the expenditure of funds for the emergency repair of
Nederland Avenue near 17th Street.

i. Consider action approving a work authorization with Soutex Surveyors & Engineering for
the 2023 Hot Mix Overlay project.
j. Consider action authorizing the purchase of a truck for Animal Control.
k. Consider action declaring surplus a vehicle from the animal control division of the Public
Works Department.
l. Consider action authorizing the purchase of a SCADA system for the Wastewater
Treatment Plant and lift station sites.
m. Consider action approving Resolution No. 2023-06, authorizing the publication of the
notice of intent for Certificates of Obligation to finance street improvement and drainage
projects (Certificates of Obligation, Series 2023).
n. Consider action accepting the Fiscal Year 2021-2022 audit as prepared by Wathen,
DeShong & Juncker, LLP.
