NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
October 23, 2023, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas,
for the purpose of considering the following agenda items. The City Council reserves the right to
retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
Members of the public can participate remotely via Zoom Teleconferencing. Citizens may join
the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s
website or calling the Zoom Call in Number and entering the Meeting ID# on the City of
Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.
a. Minutes – October 9, 2023 regular meeting
b. September 2023 Departmental Reports
c. Tax Assessor Collection Report – September 2023
d. Consider action regarding a request from Nederland Little Dribblers to utilize the
Nederland Recreation Center gymnasium for practices and the waiver of associated fees.
e. Consider action authorizing the closure of South 20th Street between Avenue A and
Avenue B from November 26th through December 31st for Nederland First Baptist
Church’s Christmas activities.
4. REGULAR AGENDA
a. Discussion and possible action regarding the request for a Specific Use Permit for the
property located at 1003 Nederland Avenue for a massage establishment in a property
zoned C-3 (highway commercial).
b. Consider action approving the Re-Plat request of 220 6th Street described as Lot 1, Block
9, Johnson Addition and 519 Boston Avenue described as Lot 2, Block 9, Johnson
Addition.
c. Consider action amending Ordinance No. 2023-11, cancelling the November 20, 2023
City Council meeting.
d. Consider action approving Resolution No. 2023-20, ratifying the action of the Nederland
Economic Development Corporation Board of Directors related to N&T Construction for
the Off-Boston Development construction.

e. Consider action approving Resolution No. 2023-21, approving the 2023 tax roll as
certified by the Jefferson County Appraisal District.
f. Receive the Quarterly Investment Report from the Finance Department.
g. Consider action amending the 2023-2024 Wage & Classification Plan.
h. Discussion and possible action regarding the City of Nederland’s Coronavirus Local
Fiscal Recovery Fund allocation – job training program.
i. Consider action approving a Memorandum of Understanding with Lamar Institute of
Technology regarding a Commercial Driver’s License job training/scholarship program.
j. Consider action approving Ordinance No. 2023-24, amending the Fiscal Year 2023-2024
budget.
k. Consider action approving Resolution No. 2023-22, authorizing the City Manager to
execute closing and title documents for the purchase of 1308 Boston Avenue from the
Nederland Economic Development Corporation.
5. EXECUTIVE SESSION (No Public Discussion on These Items)
The City Council will announce that it will go into Executive Session, pursuant to Chapter 551
of the Texas Government Code, to discuss matters as specifically listed on the agenda, or as
authorized by law.
