NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday,
November 13, 2023, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland,
Texas, for the purpose of considering the following agenda items. The City Council reserves the
right to retire into Executive Session concerning any of the agenda items whenever it is considered
necessary and legally justified pursuant to Texas Government Code, Chapter 551.
Members of the public can participate remotely via Zoom Teleconferencing. Citizens may join
the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s
website or calling the Zoom Call in Number and entering the Meeting ID# on the City of
Nederland’s website.

3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the
City Council and will be enacted by one motion. There will be no separate discussion of these
items unless a councilmember so requests, in which event the item will be removed from the
Consent agenda and considered separately.
a. Minutes – October 23, 2023 regular meeting and October 17, 2023 special meeting
b. October 2023 Departmental Reports
c. Consider action regarding a request from Nederland Little Dribblers to utilize the
Nederland Recreation Center gymnasium for games and waiver of associated fees.
4. REGULAR AGENDA
a. Presentation of awards from the Texas Employer Support of the Guard and Reserve.
b. Receive the quarterly Hotel Occupancy Tax Fund financial report from the Nederland
Chamber of Commerce.
c. Consider action approving Resolution No. 2023-23, ratifying the action of the Nederland
Economic Development Corporation Board of Directors related to the incentive offered
to PHO-09.
d. Consider action approving Resolution No. 2023-24 casting votes for candidate(s) for the
Board of Directors of the Jefferson County Appraisal District.
e. Consider action authorizing the purchase of a replacement gable shelter and concrete pad
at Doornbos Park via state-approved contract.
f. Consider action amending the professional services agreement with Griffith, Moseley,
Johnson & Associates, Inc. for grant administration and management services associated
with CDBG Disaster Recovery Funding, Hurricane Harvey DR-4332.
g. Consider action approving a work authorization with Soutex Surveyors & Engineering for
engineering services related to the 2023-2024 HMAC Street Program project.

h. Consider action approving a work authorization with Schaumburg & Polk, Inc. for
engineering services related to the 2023-2024 Concrete Pavement Rehabilitation project.
i. Consider action to reject and rebid the 2023 Water Inventory Items bid.
j. Consider action approving Ordinance No. 2023-25, suspending the effective date for an
additional 90 days beyond the effective date proposed by CenterPoint in connection with
its statement of intent to increase rate in the Texas division filed on October 30, 2023.
