12-04-2023 AgendaNEDERLAND CITY COUNCIL AGENDA NOTICE is hereby given of a regular meeting of the Nederland City Council to be held on Monday, December 4, 2023, 4:30 p.m., at the Nederland City Hall, 207 North 12th Street, Nederland, Texas, for the purpose of considering the following agenda items. The City Council reserves the right to retire into Executive Session concerning any of the agenda items whenever it is considered necessary and legally justified pursuant to Texas Government Code, Chapter 551. Members of the public can participate remotely via Zoom Teleconferencing. Citizens may join the Zoom Meeting by clicking on the Virtual Council Meeting https link on the City of Nederland’s website or calling the Zoom Call in Number and entering the Meeting ID# on the City of Nederland’s website. 1. CALL THE MEETING TO ORDER 2. INVOCATION AND PLEDGE OF ALLEGIANCE 3. CONSENT AGENDA—All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a councilmember so requests, in which event the item will be removed from the Consent agenda and considered separately. a. Minutes – November 13, 2023 regular meeting b. Tax Assessor Collection Report – October 2023 c. Consider action authorizing the closure of 21st Street from Detroit Avenue to Nederland Avenue, Detroit Ave from 17th St to 21st St, Nederland Ave from 21st St to 12th St, 12th St from Nederland Ave to Boston Ave, and Boston Ave from 12th St to 17th St on Tuesday, December 5th for the Annual Lighted Christmas Parade. 4. REGULAR AGENDA a. Recognize the Nederland Finance Department for receiving the Certificate of Achievement for Excellence in Financial Reporting. b. Consider action amending Ordinance No. 2023-22 that declared certain utility accounts as “uncollectable.” c. Consider action approving the 2024 Holiday Observances calendar. d. Consider action approving Resolution No. 2023-23, ratifying the action of the Nederland Economic Development Corporation Board of Directors related to the incentive offered to PHO-09. e. Consider action approving Change Order No. 1 – Doornbos Park Parking Lot Rehabilitation project. f. Consider action approving final payment and release of retainage for the Doornbos Park Parking Lot Rehabilitation project. g.
